CALL TO ORDER
The Brooklyn Center City Council /Economic Development Authority (EDA) met in Work
Session called to order by Mayor /President Tim Willson at 7:54 p.m.
ROLL CALL
Mayor/President Tim Willson and Councilmembers /Commissioners Kay Lasman, Mary
O'Connor, Dan Ryan, and Mark Yelich. Also present were City Manager Curt Boganey, Public
Works Director /City Engineer Todd Blomstrom, Community Development Director Gary Eitel,
and Deputy City Clerk Camille Worley.
CITY MANAGER PERFORMANCE REVIEW FORMAT AND PROCEDURE CITY
MANAGER
City Manager Curt Boganey introduced the item and discussed the City Manager Employment
Agreement's requirement for a salary adjustment pursuant to a performance review. He asked
that the City Council reach a consensus of when the performance review will be completed. He
stated the information included in the packet is for the use of the City Council to determine an
appropriate method of performance review.
There was discussion on the timing of the performance review, salary increase, and the method
of performance review to be used. The following opinions were expressed:
The 360 degree method is extremely beneficial for all parties involved and would serve
the City well along with identifying areas that need improvement along with areas that
are being handled sufficiently.
The performance review should be completed by the end of July to comply with the
current agreement, unless an amendment is made to the agreement for continuance.
Mr. Boganey stated the agreement can be amended formally or informally to an extended time
frame.
It was the majority consensus of the City Council and the City Manager to extend the time frame.
There was discussion on utilizing a third party to assist in the facilitation of a City Manager
Performance Review. Concern was expressed that a third party facilitator would prevent the
City Council from expressing themselves freely. The option of a survey to assist in facilitation
of the performance review was discussed. The option of a 60% objective and 40% subjective

component to the performance review process was suggested to assist in accurate outcomes. It
was suggested that the City Manager inform the City Council what he has worked on and
accomplished since he started as City Manager.
Mr. Boganey suggested that he provide the City Council with a skeleton of things he has worked
on during his time as the City Manager so that the City Council can review and add or delete
items. He stated then the City Manager and City Council are in agreement of what elements will
be included in the performance review. He discussed the 360 degree method and explained that
the feedback received from this method would be useful to him, however not as useful to the
review board.
An opinion was expressed that the board should review the results of the 360 degree method as a
validation step, and should be summarized by a third party for the City Council.
It was the majority consensus of the City Council that the performance review be completed by
the end of September, 2007 and the end of July, 2008. It was also the majority consensus of the
City Council to use a similar format to that of the Sunnyvale, CA example provided.
ADJOURNMENT
Councilmember /Commissioner Lasman moved and Councilmember /Commissioner O'Connor
seconded adjournment of the City Council /Economic Development Authority Work Session at
9:10 P.M.
Motion passed unanimously.

The undersigned, being the duly qualified and appointed City Clerk of the City of Brooklyn
Center, Minnesota, certifies:
1. That attached hereto is a full, true, and complete transcript of the minutes of a Work
Session of the City Council of the City of Brooklyn Center held on July 23, 2007.
2. That said meeting was held pursuant to due call and notice thereof and was duly held at
Brooklyn Center City Hall.
3. That the City Council adopted said minutes at its August 13, 2007, Regular Session.
