STUDY SESSION
AUGUST 27, 2007
CITY HALL COUNCIL CHAMBERS
CALL TO ORDER
The Brooklyn Center City Council met in Study Session called to order by Mayor Tim Willson at
6:00 p.m.
ROLL CALL
Mayor Tim Willson and Councilmembers Kay Lasman, Mary O'Connor, Dan Ryan, and Mark
Yelich. Also present were City Manager Curt Boganey, Public Works Director /City Engineer Todd
Blomstrom, Community Development Director Gary Eitel, and Deputy City Clerk Camille Worley.
CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS
There was discussion regarding the suggested additional condition for Planning Commission
Application No. 2007 -015 as submitted by City Attorney Charlie LeFevere. The additional condition
should read as follows:
18. No building permits will be issued until the applicant has provided proof, deemed
sufficient by the City Attorney, demonstrating sufficient legal restrictions or covenants
to assure that future development of the Brookdale Shopping Center properties will not
result in a parking lot ratio of under 4.5 spaces per 1,000 square feet of gross leasable
space.
There was discussion on Tax Increment Financing, the Traffic Study, and a ring road around the
shopping center as it relates to the Wal -Mart application.
There was discussion on property located at: 4501 Woodbine Lane N, where City Manager Curt
Boganey indicated that staff continues attempts to reach the bank that owns the property to request
action.
Councilmember Yelich explained that he contacted other shopping centers in the country that have
Wal -Mart uses and found that general managers seem pleased with the Wal -Mart Corporation as far
as redevelopment of their shopping centers. He stated he was told that Wal -Mart will construct the
facility at the lowest cost possible unless the community expresses a level of expectation, at which
time Wal -Mart is known to work with the community.
Councilmember Lasman requested the following change to the Work Session minutes of August 13,
2007:

There was discussion on the amount of money that should be allocated to the 2011 Brooklyn
Center Celebration. Allocating $20,000 to dedicate to the celebration was discussed.
Councilmember Lasman withdrew her requested amendment to the minutes.
Mr. Boganey discussed an amended condition for the Wal -Mart site regarding a 30 foot easement,
subject to approval of the City Engineer. The amended condition should read as follows:
5. The applicant shall dedicate a trail and sidewalk easement not to exceed 30 feet through
the proposed Lot 3 from the regional trail along Shingle Creek Parkway to the existing
pedestrian bridge over T.H. 100 approved by the City Engineer as part of the Final Plat.
MISCELLANEOUS
There was discussion on the use of the microphones in the Council Chambers. It was indicated that
the audience is having a hard time hearing the City Council and that each Council Member should
speak directly into the microphone.
ADJOURN STUDY SESSION TO INFORMAL OPEN FORUM WITH CITY COUNCIL
Councilmember Lasman moved and Councilmember Ryan seconded to close the Study Session at
6:40 p.m.
Motion passed unanimously.
RECONVENE STUDY SESSION
Councilmember O'Connor moved and Councilmember Yelich seconded to reconvene the Study
Session at 6:47 p.m.
Motion passed unanimously.
ADJOURNMENT
Councilmember Lasman moved and Councilmember Ryan seconded to close the Study Session at
6:48 p.m.
Motion passed unanimously.

The undersigned, being the duly qualified and appointed City Clerk of the City of Brooklyn
Center, Minnesota, certifies:
1. That attached hereto is a full, true, and complete transcript of the minutes of a Study
Session of the City Council of the City of Brooklyn Center held on August 27, 2007.
2. That said meeting was held pursuant to due call and notice thereof and was duly held at
Brooklyn Center City Hall.
3. That the City Council adopted said minutes at its September 10, 2007 Regular Session.
