HomeMy WebLinkAbout2007 09-10 CCM Study Session MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA STUDY SESSION SEPTEMBER 10, 2007 CITY HALL COUNCIL CHAMBERS CALL TO ORDER The Brooklyn Center City Council met in Study Session called to order by Mayor Tim Willson at 6:00 p .m. ROLL CALL Mayor Tim Willson and Councilmembers Kay Lasman, Mary O'Connor, Dan Ryan, and Mark Yelich. Also present were City Manager Curt Boganey, Public Works Director /City Engineer Todd Blomstrom, Director of Fiscal Support Services Dan Jordet, Community Development Director Gary Eitel, and Deputy City Clerk Camille Worley. CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS There was discussion regarding the process of Informal Open Forum and Public Hearings. City Manager Curt Boganey explained that the Housing and Redevelopment Authority (HRA) meeting should be held prior to the Regular City Council meeting so that the items involved are considered in the correct order. It was the majority consensus of the City Council to hold the HRA meeting after the Invocation, during the Regular City Council meeting. There was discussion on the dollar amount of delinquent utilities and the effects on the City's cash flow. Mr. Boganey stated the delinquent bills do affect the City's cash flow; however it does not create a hardship for the City. There was discussion on the method of reporting delinquent bills to both the renter and the owner of the property and of those delinquent properties that are rental properties. Councilmember O'Connor requested the following change to the Regular Session minutes of August 27, 2007: Page 2 7. APPROVAL OF AGENDA AND CONSENT AGENDA Councilmember Lasman moved and Councilmember Ryan seconded to approve the Agenda and Consent Agenda with amendm to 1 v a W t 1 00��1�- any- -or S ess i on es-, and the following consent items were approved: It was the majority consensus of the City Council to accept this amendment to the Regular Session minutes of August 27, 2007. 09/10/07 -1- Page 6 L.J. Rotman, Attorney representing Sears, discussed the objection from Sears' perspective. He stated issues such as congestion in the mall, loss of signalization on Bass Lake Road, segregation of Sears from the Mall, and loss of parking. He stated Sears requests that the application be tabled denied. It was the majority consensus of the City Council to sustain this portion of the Regular Session minutes of August 27, 2007. Councilmember O'Connor requested the following change to the Study Session minutes of August 27, 2007: Paize 2 ADJOURNMENT Councilmember O'Connor beuan discussion of a miscellaneous item but Mavor Willson cut her off. Councilmember Lasman moved and Councilmember Ryan seconded to close the Study Session at 6:48 p.m. Motion passed unanimously. It was the majority consensus of the City Council to sustain this portion of the Study Session minutes of August 27, 2007. MISCELLANEOUS There was discussion on the inclusion of: Miscellaneous on both the Study Session and Work Session agendas. There was discussion on the Administrative Fines issue where Mr. Boganey indicated that the matter would be presented to the City Council after it has been reviewed by the Charter Commission. DISCUSSION OF WORK SESSION AGENDA ITEMS AS TIME PERMITS RESOLUTION CALLING FOR CREATION OF A PATH TOWARD LAWFUL PERMANENT RESIDENT STATUS FOR LIBERIANS COUNCILMEMBER RYAN Councilmember Ryan discussed the sample Resolution Calling for Creation of a Path Toward Lawful Permanent Resident Status for Liberians. He discussed the purpose of the resolution and the need for support. He discussed other City Councils who have passed the resolution and urged the City Council to support the resolution. He discussed the number of Liberians in Brooklyn Center and Brooklyn Park. He discussed the potential of additional abandoned homes in Brooklyn Center if the Liberian residents of Brooklyn Center are deported. pp Mayor Willson stated support for the resolution. Y 09/10/07 -2- Councilmember Yelich stated sympathy for the Liberians, however stated he was uncomfortable with the City Council taking on topics that are beyond the realm of its responsibility. ADJOURN STUDY SESSION TO INFORMAL OPEN FORUM WITH CITY COUNCIL Councilmember Lasman moved and Councilmember Yelich seconded to close the Study Session at 6:45 p.m. Motion passed unanimously. RECONVENE STUDY SESSION Councilmember Lasman moved and Councilmember Ryan seconded to reconvene the Study Session at 6:47 p.m. Motion passed unanimously. It was the majority consensus of the City Council to direct staff to prepare a Resolution Calling for Creation of a Path Toward Lawful Permanent Resident Status for Liberians for consideration at the next City Council meeting. BASS LAKE ROAD LANDSCAPE PLAN Mr. Boganey discussed the history of the Bass Lake Road Landscape Plan and the purpose of such. He stated concept drawings will be presented tonight and if the City Council is in agreement, a more detailed plan will be presented in the future. ADJOURNMENT Councilmember Yelich moved and Councilmember Ryan seconded to close the Study Session at 6:50 p.m. Motion passed unanimously. 09/10/07 -3- STATE OF MINNESOTA) COUNTY OF HENNEPIN) ss. That attached hereto is a full, true, and complete transcript of the minutes of a Study Session of the City Council of the City of Brooklyn Center held on September 10, 2007. 2. That said meeting was held pursuant to due call and notice thereof and was duly held at Brooklyn Center City Hall. 3.
