WORK SESSION
SEPTEMBER 10, 2007

CALL TO ORDER
The Brooklyn Center City Council /Economic Development Authority (EDA) met in Work
Session called to order by Mayor/President Tim Willson at 8:21 p.m.
ROLL CALL
Mayor/President Tim Willson and Councilmembers /Commissioners Kay Lasman, Mary
O'Connor, Dan Ryan, and Mark Yelich. Also present were City Manager Curt Boganey, and
Deputy City Clerk Camille Worley.
BASS LAKE ROAD LANDSCAPE PLAN
Tim Erkkila and Jon Loidolt, Westwood, discussed the analysis /opportunities of the Bass Lake
Road Landscaping plan. They discussed the trails system and connections to Brooklyn Blvd and
the bridge crossing. They discussed the Xerxes Avenue and Northway Drive Area and
challenges with jay walking. They discussed suggestions for commercial areas such as the
Highway 100 and Logan Avenue North. They discussed recommendations to the City regarding
the landscaping plan in the Brookdale area.
There was discussion of the sustainability of landscaping on the center island with salt spray
during the snow season. Underground irrigation on the center island was discussed.
There was discussion on funding of the Landscape Plan where Mr. Boganey discussed different
approaches of funding including available grant funds that depend on the timing of the
application. Mr. Boganey stated TIF funds are available to be applied to this project. He
discussed the goal to create an aesthetically appealing downtown area.
There was discussion regarding the Brookdale Mall area and the owners view of the plan. Mr.
Loidolt discussed the loss of parking and severing the Brookdale site as possible concerns of the
property owner.
Support for the Bass Lake Road Landscape Plan was expressed by Mayor Willson, and
Councilmembers Lasman, Ryan, and Yelich.
ADJOURNMENT
Councilmember /Commissioner Lasman moved and Councilmember /Commissioner Ryan
seconded adjournment of the City Council/Economic Development Authority Work Session at
9:06 p.m.
Motion passed unanimously.

The undersigned, being the duly qualified and appointed City Clerk of the City of Brooklyn
Center, Minnesota, certifies:
1. That attached hereto is a full, true, and complete transcript of the minutes of a Work
Session of the City Council of the City of Brooklyn Center held on September 10, 2007.
2. That said meeting was held pursuant to due call and notice thereof and was duly held at
Brooklyn Center City Hall.
3. That the City Council adopted said minutes at its September 24, 2007, Regular Session.
