INFORMAL OPEN FORUM WITH CITY COUNCIL CALL TO ORDER INFORMAL OPEN FORUM The Brooklyn Center City Council met in Informal Open Forum called to order by Mayor Tim Willson at 6:45 p.m. ROLL CALL Mayor Tim Willson and Councilmembers Kay Lasman, Mary O'Connor, Dan Ryan, and Mark Yelich. Also present were City Manager Curt Boganey, Assistant to the City Manager Vickie Schleuning, Director of Fiscal Support Services Dan Jordet, Public Works Director /City Engineer Todd Blomstrom, Community Development Director Gary Eitel, City Attorney Mike Norton, and Deputy City Clerk Camille Worley. Mayor Tim Willson opened the meeting for the purpose of Informal Open Forum. No one addressed the City Council. Councilmember Ryan moved and Councilmember O'Connor seconded to close the Informal Open Forum at 6:46 p.m. Motion passed unanimously. 2. INVOCATION Mayor Willson offered a moment of silence as the Invocation. 3. CALL TO ORDER REGULAR BUSINESS MEETING The Brooklyn Center City Council met in Regular Session called to order by Mayor Tim Willson at 7:01 p.m. 4. ROLL CALL Mayor Tim Willson and Councilmembers Kay Lasman, Mary O'Connor, Dan Ryan, and Mark Yelich. Also present were City Manager Curt Boganey, Assistant to the City Manager Vickie Schleuning, Director of Fiscal Support Services Dan Jordet, Public Works Director /City Engineer Todd Blomstrom, Community Development Director Gary Eitel, City Attorney Mike Norton, and Deputy City Clerk Camille Worley. 10/22/07 _1 5. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited. 6. COUNCIL REPORT Councilmember Ryan discussed the upcoming School District elections and encouraged everyone to be educated on the issues and vote. Councilmember Lasman reported attending the Special Events Committee meeting on October 11, 2007, where focus was given to the Brooklyn Center Birthday and Awards Night on February 2, 2007. She reported attending the Crime Prevention Program meeting on October 16, 2007. Councilmember Yelich reported attending the Brooklyn Center Fire Department Waffle Breakfast and fundraiser which was well attended. Councilmember O'Connor discussed the November 6, 2007, School District elections and polling locations. Mayor Willson stated he had nothing to report. 7. APPROVAL OF AGENDA AND CONSENT AGENDA Councilmember Lasman moved and Councilmember Ryan seconded to approve the Agenda and Consent Agenda as amended, with removal of Agenda Item No. 9a, with amendments to the October 8, 2007 Study Session and Regular Session minutes, and the following consent items were approved: 7a. PRESENTATIONS PROCLAMATIONS /RECOGNITIONS/DONATIONS 8a. RESOLUTION NO. 2007-134 EXPRESSING RECOGNITION AND APPRECIATION OF GARY FORD FOR HIS DEDICATED PUBLIC SERVICE ON THE PLANNING COMMISSION Mayor Willson read the resolution in its entirety. Councilmember Ryan moved and Councilmember Yelich seconded to approve RESOLUTION NO. 2007 -134 Expressing Recognition and Appreciation of Gary Ford for His Dedicated Public Service on the Planning Commission. Motion passed unanimously. 8b. PROCLAMATION DECLARING OCTOBER 22, 2007, TO BE DESIGNATED AS RANDOM ACTS OF KINDNESS DAY Mayor Willson read the proclamation in its entirety. Councilmember Lasman moved and Councilmember Yelich seconded to approve Proclamation Declaring October 22, 2007, to be Designated as Random Acts of Kindness Day. Motion passed unanimously. 8c. RANDOM ACTS OF KINDNESS PRESENTATION OF RECOGNITION AND CERTIFICATE CEREMONY While each of the Council Members read the nominations, Mayor Willson presented Random Acts of Kindness certificates to those persons or groups who were nominated as follows: City of Brooklyn Center Engineering Division, Riverwood Neighborhood, Speedway SuperAmerica, Rev. Gerald Peterson, Clement Wright, Darrell Maloney, Sue Low, Bob Walz, and Patricia K. Williams. Persons who were nominated but not present were: Tim Macmurdo, Starbucks Coffee Company, and Joyce Gulseth. 9. PUBLIC HEARING 9a. CONSIDERATION OF RENEWAL APPLICATION FOR A CURRENCY EXCHANGE LICENSE SUBMITTED BY MONEY CENTERS HOLDINGS LLC, 6219 BROOKLYN BOULEVARD This item was removed from the agenda. 10. RESOLUTION NO. 2007 -135 AUTHORIZING APPROVAL OF THE ISSUANCE OF A PREMISES PERMIT FOR BROOKLYN CENTER LIONS CLUB TO CONDUCT LAWFUL GAMBLIN AT A BROWN LANE 440 EARLE BROWN G MF EARLE OW S, 6 DRIVE, BROOKLYN CENTER, MINNESOTA City Manager Curt Boganey introduced the item, discussed the history, and stated the purpose of the proposed resolution. Councilmember Yelich moved and Councilmember Ryan seconded to approve RESOLUTION NO. 2007 -135 Authorizing Approval of the Issuance of a Premises Permit for Brooklyn Center Lions Club to Conduct Lawful Gambling at AMF Earle Brown Lanes, 6440 Earle Brown Drive, Brooklyn Center, Minnesota. Motion passed unanimously. llb. RESOLUTION NO. 2007 -136 APPROVING CHANGE ORDER NO. 2, IMPROVEMENT PROJECT NOS. 2007 -05, 06, 07 AND 08, CONTRACT 2007 -B, RIVERWOOD AREA NEIGHBORHOOD STREET AND UTILITY IMPROVEMENTS Mr. Boganey introduced the item, discussed the history, and stated the purpose of the proposed resolution. Councilmember Lasman moved and Councilmember Ryan seconded to approve RESOLUTION NO. 2007 -136 Approving Change Order No. 2, Improvement Project Nos. 2007 -05, 06, 07 and 08, Contract 2007 -B, Riverwood Area Neighborhood Street and Utility Improvements. Councilmember O'Connor voted against the same. Motion passed. 12. ADJOURNMENT Councilmember Lasman moved and Councilmember Ryan seconded adjournment of the City Council meeting at 7:30 p.m. Motion passed unanimously. 10/22/07 -4- STATE OF MINNESOTA) COUNTY OF HENNEPIN) ss. That attached hereto is a full, true, and complete transcript of the minutes of a Regular Session of the City Council of the City of Brooklyn Center held on October 22, 2007. 2. That said meeting was held pursuant to due call and notice thereof and was duly held at Brooklyn Center City Hall. 3.
