MANAGEMENT. `The city manager shall be responsible for the management of the Storm' Drainage Utility. Operations shall be supervised by the city director of public works. Section 16 -103. STORM DRAINAGE UTILITY FUND.' There shall be maintained within the City accounting system a separate fund to be known as the Storm Drainage Utility Fund. All revenues derived by the utility shall be deposited in such -fund. Such fund shall be used to operate, Maintain, repair, expand, and adminisferfhgCity's storm drainage system. Section 16 -201.
