On March 11, 1991, the Brooklyn Center
City Council adopted the above titled ordi-
nance, which was published in the official
newspaper on February 20, 1991, without
modification of the published text. Copies of STATE OF MINNESOTA

being duly sworn, on oath says that he is the publisher or authorized
agent and employee of the publisher of the newspaper known as the PostNews
