Adjournment EDA Agenda Item No. 3a MINUTES OF THE PROCEEDINGS OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION AUGUST 22, 2005 CITY HALL COUNCIL CHAMBERS 1. CALL TO ORDER The Brooklyn Center Economic Development Authority (EDA) met in Regular Session and was called to order at 9:16 p.m. by President Myrna Kragness. 2. ROLL CALL President Myrna Kragness and Commissioners Kathleen Carmody, Kay Lasman, Diane Niesen, and Mary O'Connor. Also present were Executive Director Michael McCauley, Public Works Director /City Engineer Todd Blomstrom, Planning and Zoning Specialist Ron Warren, City Attorney Charlie LeFevere, and Deputy City Clerk Maria Rosenbaum. 3. APPROVAL OF AGENDA AND CONSENT AGENDA There was a motion by Commissioner Lasman, seconded by Commissioner Carmody to approve the agenda and consent agenda. Motion passed unanimously and the following item was approved: 3a. APPROVAL OF MINUTES July 11, 2005, Regular Session. 4. COMMISSION CONSIDERATION ITEMS 4a. RESOLUTION ACCEPTING BID AND AWARDING CONTRACT FOR ASBESTOS ABATEMENT AND HAZARDOUS MATERIAL REMOVAL AT EDA OWNED RETAIL CENTER LOCATED AT 57 AND LOGAN AVENUES NORTH Executive Director Michael McCauley discussed this resolution would authorize a contract for the removal of asbestos and hazardous materials at the EDA owned retail center located at 57` and Logan Avenues North. 08/22/05 -1- DRAFT Commissioner O'Connor inquired if this is the oil waste from the gas station. Mr. McCauley discussed that he believes this is all above grade work and does not include the soil remediation work. Commissioner O'Connor inquired if it is legal to proceed when this is still in court proceedings. Mr. McCauley responded yes. Commissioner O'Connor inquired if all the grant money from Hennepin County has been spent and if it was used to see how much pollution there was. Mr. McCauley responded that the Hennepin County grants have all been spent. McCauley City Manager Date: September 8, 2005 Re: Additional Consulting Services and Task Force Scope of Work As the work on the Opportunity Site by the Task Force and Damon Farber Associates has progressed, a vision has been emerging for a redevelopment of the area identified in the Metropolitan Council study as the Opportunity Site. The original resolutions contemplated an aggressive schedule to develop the guidelines, vision, and requests for proposals. I have previously suggested that it would be to the EDA's benefit to expand the scope of the Task Force work and to add an additional public input/informational opportunity. Current Status a) Opportunity Site The Task Force work on design standards and zoning is progressing, based on a descriptive concept that has been developed over the past months of meetings. As the concept reached the point of focus, Springsted was asked to begin work analyzing the financial implications of redevelopment, in terms of assemblage and infrastructure, as well as financing such redevelopment. Prior to seeking requests for master developer proposals, the EDA will need a sense of fiscal impacts, capacity to generate redevelopment funding sources, and reasonable parameters of developer contribution. The Task Force has conducted several meetings seeking public input. There has not however been an overall public meeting to provide an opportunity for the public to view the complete concept recommendation. I am suggesting the addition of a public open house in Constitution Hall to provide adequate space and opportunity for the public to view the results of the Task Force work both in large group presentation and in individual questions at displays in Constitution Hall. This would, if approved by the EDA, occur prior to presentation to the EDA for its consideration for approval in January. Another additional service that is being proposed would be a business owner survey. Previously, we worked exclusively with the former owners in trying to facilitate redevelopment of the site. Now that we will be soliciting proposals, I think that it would be advantageous to avail ourselves of the expertise gained by the Task Force on the Opportunity Site. The proposed expansion of the Task Force work would be to have Damon Farber Associates review the development potential for the site, its relationship to the Opportunity Site, develop standards by which development proposals made be reviewed, and assist in the review of proposals. I have specifically asked them to address opportunity for community input, including the Hmong Chamber of Commerce which has expressed an interest in insuring an openness to diverse proposals. Again, this additional work is to enhance and improve our likelihood of achieving a redevelopment of the Northbrook (Hmong American Shopping Center) site that will have the most advantageous impact for the long term. The proposal also provides for greater public input. Summary Attached are the specific work proposals from Damon Farber Associates. The estimated cost for the expanded Opportunity Site services is $6,100 and $31,000 for the Northbrook (Hmong American Shopping Center) services. When I met with the Task Force on August 24 they were willing and interested in participating in an expanded process for the Opportunity Site and the Northbrook (Hmong American Shopping Center) site. The source of funding for these services would be Tax Increment Financing District #3. If the EDA approves the additional work, the anticipated time for completion would be pushed back, but the final product would be far more comprehensive. Page 2 09/08/2005 Commissioner introduced the following resolution and moved its adoption: EDA RESOLUTION NO. RESOLUTION AUTHORIZING ADDITIONAL CONSULTING SERVICES AND EXPANDING SCOPE OF TASK FORCE WORK WHEREAS, the Economic Development Authority (EDA) solicited proposals for planning firms to assist in the development of redevelopment concepts and standards for the Opportunity Site and selected Damon Farber Associates for such work; and WHEREAS, the Executive Director has proposed expanding the consulting services engagement to include a public open house regarding the Opportunity Site and a business owner survey; and WHEREAS, the Executive Director has further recommended expanding the scope of services provided by Damon Farber Associates to provide a similar set of redevelopment concept and standard development, with public input opportunities, for the Northbrook (Hmong American Shopping Center) site; and WHEREAS, the Opportunity Site Task Force is willing to expand the scope of its volunteer services to participate in the proposed expanded Opportunity Site activities and in the development of standards and requests for proposal outlines for the Northbrook (Hmong American Shopping Center). NOW, THEREFORE, BE IT RESOLVED by the Economic Development Authority in and for the City of Brooklyn Center that the Executive Director of the EDA be and hereby is authorized to enter into an agreement with the cost of such additional services to be up to $31,000 for the additional services related to the Northbrook (Hmong American Shopping Center) site and up to $6,100 for the additional Opportunity Site work on behalf of the EDA with Damon Farber Associates for the provision of additional planning services for the Opportunity Site and to under take planning and development services regarding the Northbrook (Hmong American Shopping Center) site and be it further resolved by the EDA that the task of the Opportunity Site Task Force be and hereby is expanded to incorporate the additional activities related to the Opportunity Site development and the creation of standards and concepts for the Northbrook (Hmong American Shopping Center). Damon Farber Associates Landscape Architects Urban Designers and Site Planners September 7, 2005 Michael McCauley City of Brooklyn Center 6301 Shingle Creek Parkway Brooklyn Center, MN 55430 -2199 Re: Northbrook Shopping Center Redevelopment Mr. McCauley: It was a pleasure meeting with you last week to discuss the Northbrook property and the progress on the Opportunity Site. We are pleased to submit this proposal for the development of design guidelines, a development framework plan and RFP for the redevelopment of the Northbrook site. We are also very happy to continue our work with the Opportunity Site Task Force to provide valuable input into the process. The redevelopment of this 8.5 acre parcel provides the City with a great opportunity to revitalize the site, the neighborhood and create a development complimentary with the Master Plan for the Opportunity Site. A redevelopment framework plan, comprehensive set of design guidelines, and a redevelopment RFP will provide the City of Brooklyn Center with the necessary tools to insure the project achieves the goals of the community. We believe the Opportunity Site Task Force is very well equipped to assist in this effort. There are many possible development opportunities for this site, and we anticipate exploring a variety of potential development scenarios. One that should certainly be considered is the possible development of a multi- cultural marketplace. If this particular use appeared viable and one that might be further studied, we would certainly want to engage the Hmong Chamber of Commerce in the due diligence process to better understand their vision for the property. That is not to say that this is what it will become, but it is an opportunity that we will consider. We believe the following outline of tasks to be a responsible and reasonable effort to accomplish the goals identified above: Due Diligence The Due Diligence effort assumes an analysis of the existing transportation systems, public infrastructure, and neighborhood context and storm water management issues. It will also include meetings with various community groups that may have a vested interest, including the Hmong Chamber of Commerce. We will also include the developer's panel that was engaged in the Opportunity Site and meet with the Task Force to review our findings. Deliverables will include meeting minutes and analysis graphics. Exploration of Redevelopment Opportunities This stage of the process will focus on the exploration of possible land use alternatives to discover the highest and best use for this important parcel. 923 Nicollet Mall Minneapolis, Minnesota 55025 612.332.7522 fax 612.332.0936 Michael McCauley Page 2 09/07!05 Alternatives will consider issues of land use, storm water management, transportation impacts, neighborhood, public infrastructure impacts and development market realities. We will develop preliminary design guidelines that are unique to this site but complimentary to the Opportunity Site for the Task Force to review. We will also allow for community comment that includes an opportunity for the Hmong Chamber of Commerce and the developer's panel to provide input into the alternatives. A public open house will be held to gain input from neighbors and the general public. Deliverables will include additional meeting minutes and draft set of guidelines and a comprehensive set of redevelopment concepts. The concepts will focus on the feasibility of different land uses rather than the detailed development of site plans. Design Guidelines, Zoning Overlay and Developer RFP Once the highest and best use alternatives have been established the design guidelines, zoning overlay and developer RFP will be created. These documents will guide the development community in its preparation of redevelopment proposals that are feasible and meet the goals of the community-at- large. Deliverables include design guidelines, zoning overlay and developer RFP. Review of Development Proposals Comprehensive RFP review criteria will be developed to assist the city in determining which proposal provides the community with the highest and best use for the property. Once the development proposals have been submitted, we will meet with the Task Force and ask them to review and comment on the proposals. City staff will receive an evaluation form and comments from the Task Force for each proposal submitted. City staff will then prepare a report to the Council for their review. We will prepare the services outlined above on an hourly basis not to exceed $30,555. 1 have enclosed a detailed breakdown for your information. As you can appreciate, modifications to the scope of work may result in a corresponding adjustment of fees. Supplemental work including meetings, drawings beyond those identified in this outline will be prepared at our standard rates as an additional service. Principal time is invoiced at $125 per hour. Project landscape architect time hour. Staff time is billed at an average rate of $90 per hour. We are continuing to receive comments from staff, Task Force and design team on the further refinement of the products. Per our meeting last week, we have prepared the following outline of additional services for your consideration: Public Open House The public Open House will provide another opportunity for the public and business owners to comment on the redevelopment master plan. We have held 3 public meetings regarding the plan in the City Council Chambers. This will allow us to present the plans in an interactive format where citizens can come and go at their leisure. This should allow more interaction between the public and the design team and City staff. The Open House will be held in January 2 weeks prior to the final presentation to the City Council. Business Owner Survey The intent of the business owner survey is to gauge the interest of existing businesses within the redevelopment area to relocate to the new project and also to provide detailed information to the Master Developer. It will provide potential developers with useful information for preparation of their plans. The survey will provide a critical link between existing businesses and the Master Developer. Information will include general background, business type, square footage required, existing lease rates, special considerations and other information necessary to determine if they are a good fit for the Master Developers future plan for the area.
