AFFIDAVIT OF PUBLICATION

COUNTY OF HENNEPIN
Richard Germundsen, being duly sworn, on oath says he is and during all times nerein stated has been the Vice President
of The Post Publishing Co., publisher and printer of the newspaper known as
BROOKLYN CENTER POST
and has full knowledge of the facts herein stated as follows:
(1) Said newspaper is printed in the English language in newspaper format and in column and sheet form equivalent
in printed space to at least 900 square inches. (2) Said newspaper is a weekly and is distributed at least once each
week. (3) Said newspaper has 50 percent of its news columns, devoted to news of local interest to the community which
it purports to serve and does not wholly duplicate any other publication and is not made up entirely of patents, plate matter
and advertisements. (4) Said newspaper is circulated in and near the municipality which it purports to serve, has at
least 500 copies regularly delivered to paying subscribers, has an average of at least 75 percent of its total circulation
currently paid or no more than three months in arrears and has entry as second -class matter in its local post
office. (5) Said newspaper purports to serve the

in the County of Hennepin and it has its known office of issue in the City of New Hope in said county, established and open
during its regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and main-
tained by the managing officer of saidnewspaper or persons in its employ and subject to his direction and control during all
such regular hours and at which timesaid newspaper is printed. (6) Said newspaper files a copy of each issue immediately
with the State Historical Society. (7) Said newspaper has complied with all the foregoing conditions for at least two years
preceding the day or dates of publication mentioned below. (8) Said newspaper has filed with the Secretary of State of
Minnesota prior to January 1, 1966 and each January 1 thereafter an affidavit in the form prescribed by the Secretary of
State and signed by the managing officer of said newspaper and sworn to before a notary public stating that the newspaper
is a legal newspaper.

ORDINANCE AN ORDINANCE AMENDING CHAPTERS 5,34, AND 35 BYDELETING
CERTAIN S
THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER DOES
ORDAIN AS FOLLOWS:
.Section I. Chapter 15 of the City Ordinances of the City of Brooklyn Center
is hereby amended as follows:
Section 15 -104. PRELIMINARY PLAN.
A. PROCEDURE
L Before dividing any tract of land into two or more lots or parcels,
owner or subdivider shall, unless a variance is authorized, file with
the City Clerk:
a.Four Copies of the preliminary plan.
b.A cash fee (of $25 plus one dollar ($1) for each lot up to a maximum
total of $150.) in an amount set forth by City Council resolution.
This fee will be used for the expense of the City in connection with
approval or disapproval of said plat and any final plat which may
"thereafter be submitted.
Section 2. Chapter 34 of the City Ordinances is hereby amended as follows:
Section. 34 -151 SIGN PERMIT FEES
(The following permit fees are hereby established and) A cash fee in an
amount set forth by City Council resolution shall be collected before the
Issuance of any sign permit for which fees are required under the provisions
of this ordinance.
0. The permit fee for any permanent sign other than a freestanding sign
shall be $10 for the first fifty (50) square feet of gross area or fraction
thereof and S5 for each additional fifty (50) square feet of gross area or
fraction thereof.)
(2. The permit fee for any permanent freestanding sion shall be $15 for the
first fifty (50) square feet of gross area or fraction thereof and $10 for each
additional fifty (50) square feet of gross area or fraction thereof.)
(3. The fee for permit$for the installation of any electrical. wiring for any sign
shall conform to the electrical fae schedule as contained in chapter 3 of the
Ordinances of Brooklyn Center.)
Section 3. Chapter35of the City Ordinances Is hereby amended as follows:
Section 35 -210. REZONING APPLICATION PROCEDURES AND
RECONSIDERATION
1.. Procedures
(b) The applicant or his authorized agent shall fill out and submit to
the Secretary of the Planning Commission a "zoning application,"
copies of which are available at the municipal offices together with a
fee (Of $75) in an amount as set forth by City Council resolution. The
application shall be filed with the Secretary of the Planning Com-
mission at least seventeen (17) days before the date of the public
hearing.
Section 35 -220. SPECIAL USE PERMITS
1. Procedures
(b) The applicant or his authorized agent shall fill out and submit to
the Secretary of the Planning Commission a "Special Use Permit"
applicantion, copies of which are available at the municipal offices
together with a fee (of $25) in an amount as set forth by City Council
resolution. The application shall be filed with the Secretary of the
Planning Commission at least fourteen (14) days before the date of the
public hearing.:
S. Revocation and Extension of Special Use Permits
When a special use permit has been issued pursuant to the provisions of
ordinance, such permit shall expire without further action by the Plan
:ommission or the City Council unless the applicant or his assignee or
sue. _essor commences work upon the subject property within one year of the
date the special use permit is granted, or unless before the expiration of the
one year period the applicant shall apply for an extension thereof by filling
out and submitting to the Secretary of the Planning Commission. a "Special
Use Permit" application requesting such extension and paying an additional
fee (of $15.00) in an amount as set forth by City Council resolution.
Special use permits granted pursuant to the provisions of a prior or-
dinance of BrookJ Center shall expire within one year of the effective date
of this ordinance "df construction upon the subject property pursuant to such
special use permit has not commended within that time.
In any instance where an existing and established special use is aban-
doned for a period of one year, the special use permit related thereto shall
expire one year following the date of abandonment.
Section 35.230. APPROVAL
1. Procedures
(a) A "Play oval" application shall be initiated by the owner of
subject pr .his authorized agent. The applicant shall fill out and
submit to go tary of the Planning Commission a "Plan Approval
applicatio which are available at the municipal offices, together
with a fee an amount as set forth by City Council resolution. The
applicatiofiled with the Secretary of the Planning Commission at
le, four days prior to the next regular meeting of the Planning
Commiss'

(b) Bent shall fill out and submit to the Secretary of the Board of
and Appeals a "Variance" application, copies of which
are available at the municipal offices, together with a fee (of $15)
in an amount as set forth by City Council resolution. The application
shall be filed.with the Secretary of the Board at least fourteen (14)
days before the date of the public hearing.
Section 35 -251. APPEALS
2. Procedures
(a) A written appeal stating the position of the appellant and a fee in
an amount as set forth by City Council resolution shall be filed with the
Secretary of the Board of Adjustments and Appeals at least fourteen
(14) days prior to the next regular meeting of the Board of Adjustments
and Appeals
Section 4. This ordinance shall become effective after adoption and upon
thirty (30) days following its legal publication.
