There will be no separate discussion of these items unless a Commissioner so requests, in which event the item will be removed from the consent agenda and considered at the end of Commission Consideration Items. a. CALL TO ORDER The Brooklyn Center Economic Development Authority (EDA) met in Regular Session and was called to order at 8:11 p.m. by President Myrna Kragness. 2. ROLL CALL President Myrna Kragness and Commissioners Kathleen Carmody, Kay Lasman, Diane Niesen, and Mary O'Connor. Also present were Executive Director Michael McCauley, Assistant City Manager /Director of Operations Curt Boganey, Public Works Director /City Engineer Todd Blomstrom, Planning and Zoning Specialist Ron Warren, City Attorney Charlie LeFevere, and City Clerk Sharon Knutson. 3. APPROVAL OF AGENDA AND CONSENT AGENDA Commissioner Lasman moved and Commissioner Carmody econded to approve the agenda and y pp g consent agenda and the following item was approved: 3a. APPROVAL OF MINUTES September 12, 2005, Regular Session. Motion passed unanimously. 4. COMMISSION CONSIDERATION ITEM 4a. RESOLUTION ACCEPTING BID AND AWARDING CONTRACT FOR DEMOLITION OF THE EDA OWNED RETAIL CENTER LOCATED AT 57TH AND LOGAN AVENUES NORTH RESOLUTION NO. 2005-15 Executive Director Michael McCauley said bids were solicited for the demolition of the EDA owned buildings at 57th and Logan Avenues North. He said Staff recommends award of the bid to the lowest bidder Belair Excavating. Commissioner Lasman moved and Commissioner Carmody seconded adoption of RESOLUTION NO. 2005 -15 Accepting Bid and Awarding Contract for Demolition of the EDA Owned Retail Center Located at 57th and Logan Avenues North. 10/10/05 -1- DRAFT Councilmember O'Connor raised the question of what will happen to the oil and dry cleaning pollution underground and if it is part of this demolition contract. Mr. McCauley responded the consultant and MPCA have reviewed and were pleased with the investigation that was done to date. He said there are plans to excavate where the dry cleaning tank was located, and a plan would be submitted to the MPCA to remove it and any contaminated soil. He said work would continue with the MPCA in terms of a response plan in dealing with contamination. With regard to the oil, there are some monitoring wells and it will be addressed with the MPCA as well. With regard to the contamination removal, he said it would be a separate contract, and that the contract before the EDA is for removal of buildings. He noted, however, one of the alternates in the bid was costs for some of the removal of the dry cleaning contamination, so this contract may be amended to do that work consistent with the plan when the MPCA approves it and that would be an additional cost. Councilmember O'Connor inquired if the lawsuit was continuing and if it was legal for the EDA to demolish these buildings. Mr. McCauley responded affirmatively. g Y p Motion passed unanimously. 5. President 10/10/05 -2- DRAFT EDA Agenda Item No. 4a Commissioner introduced the following resolution and moved its adoption: EDA RESOLUTION NO. RESOLUTION AUTHORIZING THE ECONOMIC DEVELOPMENT AUTHORITY IN AND FOR THE CITY OF BROOKLYN CENTER (EDA) TO PURCHASE A NEW FT900 DISHWASHING SYSTEM FROM HOBART COMPANY WHEREAS, the Earle Brown Heritage Center (EBHC) provides excellent banquet, convention, and meeting services for thousands of residents and guests annually; and WHEREAS, the current dishwashing system is aged and in need of replacement; and WHEREAS, the catering manager, FLIK International, has agreed to contribute $60,000 toward the cost of purchasing a new dishwashing system; and WHEREAS, the balance of the required funding is available in the EBHC Capital Improvement Fund. NOW, THEREFORE, BE IT RESOLVED by the Economic Development Authority in and for the City of Brooklyn Center, Minnesota, that the EDA Executive Director is authorized to take all actions necessary to complete the acquisition and installation of a new FT900 Hobart dishwashing system with an estimated cost of $86,408 for the Earle Brown Heritage Center. MEMORANDUM TO: Michael McCauley, City Manager/EDA Executive Director FROM: (2oxey, ACM DATE: November 2, 2005 SUBJECT: EBHC Dishwasher purchase Recommendation: I recommend EDA acceptance of the proposal to replace the existing dishwashing system at the Earle Brown Heritage Center with a new FT900 Hobart system. The estimated cost for equipment removal of existing and installation of new is 86,408. Background: With the adoption of our current agreement with FLIK International, it was agreed that FLIK would contribute 60,000 toward the cost of a mutually acceptable investment in the EBHC. It was anticipated that an investment would be made that would improve the efficiency of the catering operation. The staff and FLIK management are in agreement that the best use of these funds is the replacement of the aging dish washing system that is difficult to maintain and less economical to operate than the proposed replacement. Staff has evaluated alternative systems and has received quotes from three sources. The system being recommended is the least expensive of the alternatives considered. Funding: FLIK International $60,000 EBHC Capital Improvement Fund $26,408 Summary: Adoption of the proposed resolution authorizes the replacement of the original dishwashing equipment at the EBHC. The current system is twenty -six years old and has exceeded the projected useful life for such a system. This replacement will substantially reduce maintenance and operating costs and improve productivity of the operation. In accordance with our current catering agreement with FLIK international, $60,000 of the total cost will be borne by the Catering Manager, .I recommend adoption of the proposed resolution by the EDA. Dishwasher.mem.eda.doc EA&P E* B OVEN TA E AN HISTORIC RESTORATION CONFERENCE AND EVENT CENTER MEMORANDUM TO: Curt Boganey, Assistant City Manager FROM: Nudith Bergeland, EBHC General Manager RE: Main Kitchen Dishwasher DATE: October 11, 2005 Following is the background and final recommendation regarding replacement of the main catering kitchen dishwasher: BACKGROUND: The dishwasher in the lower level catering kitchen was installed in 1990. As our business has grown, the use of the machine has grown too, to the point where it is worn out. We had three meeting rooms at the time of original install. Since then we have added Tack and Morgan Rooms, Harvest and Garden City and the Loft, as well as the small meetings at the Inn. Currently there are four regular stewards supplemented with temporary staff on large volume days. This staff works fifteen hours in the day and returns the next day to finish. We are currently on a year -to -year maintenance agreement that was last signed in March of this .year. For the last two years we have been verbally told by Hobart that they would no longer renew the service contract. Service calls have increased for the last three years. Repair costs are making such a maintenance agreement unprofitable for them. As we've reviewed this issue, considerations have included: the need to increase the flow rate to handle current capacity, available kitchen space for the replacement machine availability of service labor savings water, chemical and energy savings. ability to use the existing booster heater from the current machine (was replaced a little over a year ago) Cory Gigstead, Flik's Food and Beverage Director, and Bruce Ballanger, our Conference Services Manager, have been investigating options for the replacement of the dishwasher. Hobart suggested two machines (Model CRS96A and Model FT900). Sites were visited that currently use these two models. Model CRS96A is comparable to our current machine which does not handle our current load. The F17900 is able to handle a capacity of 19,000 dishes per hour which will handle the required load and give us room to grow. Warranty year P on the FT900 machine is one arts and labor. Maintenance contract costs run approximately $2,100 yearly. Service is available locally for the machine. In addition, Cory met with Meiko regarding their Model B -US281 which is comparable to the Hobart F17900. The quote provided is substantially more and the savings in water /chemical /labor can't be substantiated. We are unable to isolate water /gas usage for just the dishwasher so Meiko is unable to give comparable data. Three bids were received one from Hobart, one from Flik's supplier M Tucker, and one from Meiko. Both the Hobart and M. Tucker bid amounts were the same as stated below. Meiko's bid was over $80,000. Cost Considerations: FT900 dishwasher $61,408.05 Removal of existing machine And install of FT900 $15,000- 18,000 Installation of electrical and plumbing 4,000 Shelving unit to dishwasher 3,000 Savings Considerations Yearly (based on 6 hours daily, 7 days a week): Steward labor 8,000 Temporary labor 1,218 Chemical savings 377 Water savings in gallons 167,670 During our recent contract negotiations with Flik, they indicated a willingness to invest $60,000 into some aspect of the business. We have both verbal and e- mailed confirmation of Flik's willingness to invest in the dishwasher replacement. The remaining expense for shelving, removal and install, etc. can be covered within the capital expense budget and /or budgeted line item expenses. Recommendation: It is our recommendation that we purchase the F17900 dishwasher for $61,408 from Hobart. This purchase will allow reuse of the booster heater we currently own and provide significant annual labor and water savings. It will also cover any future growth in business. Cost of the purchase to be covered by the $60,000 investment promised from Flik, International. The removal of the existing machine and all other installation costs to be covered within the capital and expense budgets of the Earle Brown Heritage Center. EDA Agenda Item No. 4b City of Brooklyn Center A Millennium Community To: Mayor Kragness and Cou Members Carmo asman, Niesen, and O'Connor From: Michael J. McCauley City Manager Date: November 8, 2005 Re: Mailing for Opportunity Site Open House With the revised schedule that provides for a general Open House for the community to view and comment on the design guidelines prior to City EDA review, we plan to put notices in City Watch. We also assume continued coverage by the Sun Post. There have been suggestions that the EDA should send a direct mailing to residents who do not read the City Watch or the Sun Post to make them aware of the open house and thus the study that is being conducted. A direct 5" by 8" postcard mailing to all addresses in Brooklyn Center, both residential and business, would cost around $8,000 for color and $7,400 for black and white. If a mailing is undertaken, a color mailing would be the better choice to provide information on the area and the meeting. One advantage of a direct mailing is that the timing can be more closely tied to the January 25 Open House date than the City Watch which will be distributed around the end of December.
