Approval of Agenda and Consent Agenda —The following items are considered to be routine by the Housing and Redevelopment Authority (HRA) and will be enacted by one motion. There will be no separate discussion of these items unless a Commissioner so requests, in which event the item will be removed from the consent agenda and considered at the end of Commission Consideration Items. a. Adjournment HRA Agenda Item No. 3a i MINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION SEPTEMBER 12, 2005 CITY HALL COUNCIL CHAMBERS 1. CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority (HRA) met in Special Session and was called to order by Chair Myrna Kragness at 7:00 p.m. 2. ROLL CALL Chair Myrna Kragness, Commissioners Kathleen Carmody, Kay Lasman, Diane Niesen, and Mary O'Connor. Also present: Executive Director Michael McCauley, Assistant City Manager/Director of Operations Curt Boganey, Public Works Director /City Engineer Todd Blomstrom, Planning and Zoning Specialist Ron Warren, Fire Chief Ron Boman, City Attorney Charlie LeFevere, and Deputy City Clerk Maria Rosenbaum. 3. APPROVAL OF AGENDA AND CONSENT AGENDA Commissioner Lasman moved and Commissioner Carmody seconded approval of the agenda and consent agenda and the following item was approved: 3a. APPROVAL OF MINUTES December 13, 2004, Special Session. Commissioner O'Connor abstained from the vote (was not at the meeting). Motion passed unanimously. 4. COMMISSION CONSIDERATION ITEMS 4a. HRA 2006 TAX LEVY AND BUDGET 1. RESOLUTION ESTABLISHING A PRELIMINARY MARKET VALUE LEVY FOR THE PURPOSE OF DEFRAYING THE COST OF OPERATION, PROVIDING INFORMATIONAL SERVICES AND RELOCATION ASSISTANCE PURSUANT TO THE PROVISIONS OF MINNESOTA STATUTES CHAPTER 469.033 FOR THE CITY OF BROOKLYN CENTER HOUSING AND REDEVELOPMENT is AUTHORITY FOR FISCAL YEAR 2006 RESOLUTION NO. 2005-01 09/12/05 -1- DRAFT 2. RESOLUTION APPROVING THE PRELIMINARY BUDGET FOR THE CITY OF BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY PURSUANT TO MINNESOTA STATUTES CHAPTER 469 RESOLUTION NO. 2005-02 Executive Director Michael McCauley discussed under State Law the Housing and Redevelopment Authority (HRA) is authorized to levy a tax for development activities. These resolutions would set a preliminary market value levy and approve a preliminary budget which would transfer the monies raised by the HRA to the Economic Development Authority. Commissioner Carmody moved and Commissioner Lasman seconded adoption of RESOLUTION NO. 2005-01 Establishing a Preliminary Market Value Levy for the Purpose of Defraying the Cost of Operation, Providing Informational Services and Relocation Assistance Pursuant to the Provisions of Minnesota Statutes Chapter 469.033 for the City of Brooklyn Center Housing and Redevelopment Authority for Fiscal Year 2006. Commissioner O'Connor voted against the same. Motion passed. Commissioner Carmody moved and Commissioner Lasman seconded adoption of RESOLUTION NO. 2005 -02 Approving the Preliminary Budget for the City of Brooklyn Center Housing and Redevelopment Authority Pursuant to Minnesota Statutes Chapter 469. Commissioner O'Connor voted against the same. Motion passed. 5. ADJOURNMENT Commissioner Carmody moved and Commissioner Lasman seconded adjournment of the meeting at 7:02 p.m. Motion passed unanimously. Chair 09/12/05 -2- DRAFT i HRA Agenda Item No. 4 r t Member introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION APPROVING THE FINAL BUDGET FOR THE CITY OF BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY PURSUANT TO MINNESOTA STATUTES CHAPTER 469 WHEREAS, the Housing and Redevelopment Authority of City of Brooklyn Center has considered the final budget for Fiscal Year 2006. NOW, THEREFORE, BE IT RESOLVED by the Housing and Development Authority of the City of Brooklyn Center, Minnesota that revenues and appropriations for the Housing and Redevelopment Authority are hereby adopted as follows: Housing and Redevelopment Authoritv Revenues Property Taxes 257,065 Total Housing and Redevelopment Authority 257,065 Approp riations Transfer to EDA Fund 257.065 Total Housing and Redevelopment Authority 257.065 December 12, 2005 Date Chair The motion for the adoption of the foregoing resolution was duly seconded by member and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted. Member introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION ESTABLISHING A FINAL MARKET VALUE LEVY FOR THE PURPOSE OF DEFRAYING THE COST OF OPERATION, PROVIDING INFORMATIONAL SERVICES AND RELOCATION ASSISTANCE PURSUANT TO THE PROVISIONS OF MINNESOTA STATUTES CHAPTER 469.033 FOR THE CITY OF BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR FISCAL YEAR 2006 WHEREAS, Minnesota Statutes require that the final property tax levy be provided to the Hennepin County Auditor no later than December 28, 2005, for taxes payable in calendar vear 2006. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of the City of Brooklyn Center, Minnesota that a special tax is hereby levied on all taxable real and personal property within the City of Brooklyn Center at the rate of 0.0144% of the total market value of real and personal property situated within the corporate limits of the City of Brooklyn Center that is not exempted by law. BE IT FURTHER RESOLVED that the property tax levied under this resolution be used for the operations and activities of the Housing and Redevelopment Authority of the City of Brooklyn Center pursuant to Minnesota Statutes Chapter 469.001 to 469.047.
