—The following items are considered to be routine by the Housing and Redevelopment
Authority (HRA) and will be enacted by one motion. There will be no separate
discussion of these items unless a Commissioner so requests, in which event the item will
be removed from the consent agenda and considered at the end of Commission
Consideration Items.

SPECIAL SESSION

1. CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority (HRA) met in Special Session and was
called to order by Chair Myrna Kragness at 7:00 p.m.
2. ROLL CALL
Chair Myrna Kragness, Commissioners Kathleen Carmody, Kay Lasman, Diane Niesen, and Mary
O'Connor. Also present: Executive Director Michael McCauley, Assistant City Manager/Director of
Operations Curt Boganey, Public Works Director /City Engineer Todd Blomstrom, Planning and
Zoning Specialist Ron Warren, Fire Chief Ron Boman, City Attorney Charlie LeFevere, and Deputy
City Clerk Maria Rosenbaum.
3. APPROVAL OF AGENDA AND CONSENT AGENDA
Commissioner Lasman moved and Commissioner Carmody seconded approval of the agenda and
consent agenda and the following item was approved:

December 13, 2004, Special Session. Commissioner O'Connor abstained from the vote (was
not at the meeting).
Motion passed unanimously.

BROOKLYN CENTER HOUSING AND REDEVELOPMENT

2. RESOLUTION APPROVING THE PRELIMINARY BUDGET FOR
THE CITY OF BROOKLYN CENTER HOUSING AND
REDEVELOPMENT AUTHORITY PURSUANT TO MINNESOTA
STATUTES CHAPTER 469 RESOLUTION NO. 2005-02
Executive Director Michael McCauley discussed under State Law the Housing and Redevelopment
Authority (HRA) is authorized to levy a tax for development activities. These resolutions would set
a preliminary market value levy and approve a preliminary budget which would transfer the monies
raised by the HRA to the Economic Development Authority.
Commissioner Carmody moved and Commissioner Lasman seconded adoption of RESOLUTION
NO. 2005-01 Establishing a Preliminary Market Value Levy for the Purpose of Defraying the Cost of
Operation, Providing Informational Services and Relocation Assistance Pursuant to the Provisions of
Minnesota Statutes Chapter 469.033 for the City of Brooklyn Center Housing and Redevelopment
Authority for Fiscal Year 2006.
Commissioner O'Connor voted against the same. Motion passed.
Commissioner Carmody moved and Commissioner Lasman seconded adoption of RESOLUTION
NO. 2005 -02 Approving the Preliminary Budget for the City of Brooklyn Center Housing and
Redevelopment Authority Pursuant to Minnesota Statutes Chapter 469.
Commissioner O'Connor voted against the same. Motion passed.
5. ADJOURNMENT
Commissioner Carmody moved and Commissioner Lasman seconded adjournment of the meeting at
7:02 p.m.

moved its adoption:

RESOLUTION APPROVING THE FINAL BUDGET FOR THE CITY OF
BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY
PURSUANT TO MINNESOTA STATUTES CHAPTER 469
WHEREAS, the Housing and Redevelopment Authority of City of Brooklyn
Center has considered the final budget for Fiscal Year 2006.
NOW, THEREFORE, BE IT RESOLVED by the Housing and Development
Authority of the City of Brooklyn Center, Minnesota that revenues and appropriations for the
Housing and Redevelopment Authority are hereby adopted as follows:

THE PURPOSE OF DEFRAYING THE COST OF OPERATION, PROVIDING
INFORMATIONAL SERVICES AND RELOCATION ASSISTANCE
PURSUANT TO THE PROVISIONS OF MINNESOTA STATUTES CHAPTER
469.033 FOR THE CITY OF BROOKLYN CENTER HOUSING AND
REDEVELOPMENT AUTHORITY FOR FISCAL YEAR 2006
WHEREAS, Minnesota Statutes require that the final property tax levy be
provided to the Hennepin County Auditor no later than December 28, 2005, for taxes payable in
calendar vear 2006.
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment
Authority of the City of Brooklyn Center, Minnesota that a special tax is hereby levied on all
taxable real and personal property within the City of Brooklyn Center at the rate of 0.0144% of
the total market value of real and personal property situated within the corporate limits of the
City of Brooklyn Center that is not exempted by law.
BE IT FURTHER RESOLVED that the property tax levied under this resolution
be used for the operations and activities of the Housing and Redevelopment Authority of the City
of Brooklyn Center pursuant to Minnesota Statutes Chapter 469.001 to 469.047.
