HomeMy WebLinkAbout1981 07-27 HRAMMINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION JULY 27, 1981 CITY HALL CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 7:01 p.m. ROLL CALL Chairman Dean Nyquist, Commissioners Tony Kuefler, Bill Fignar, Gene Lhotka, and Celia Scott. Also present were HRA Director Gerald Splinter, Director of Finance Paul Holmlund, Director of Public Works Sy Knapp, Director of Planning & Inspection Ron Warren, City Attorney Richard Schieffer, Assistant City Engineer Jim Grube, and Administrative Assistants Brad Hoffman and Tom Bublitz. APPROVAL OF MINUTES - MAY 18, 1981 There was a motion by Commissioner Scott and seconded by Commissioner Fignar to approve the minutes of the Housing and Redevelopment Authority meeting of may 18, 1981 as submitted. Voting in favor: Chairman Nyquist, Commissioners Fignar, Lhotka, and Scott. Voting against: none, the motion passed. Commissioner Kuefler abstained from the vote as he was not present at the May 18, 1981 meeting. STAFF RECOMMENDATION FOR SELECTION OF CONTRACTOR FOR ELDERLY HOUSING PROJECT The City Manager noted that members of the Elderly Housing Committee were present at this evening's meeting. Administrative Assistant Hoffman reviewed his memo- randum outlining the key dates for the project and explained that by October 10, 1981, the HRA must certify the tax increment district if the project is to proceed. He explained resumes had been solicited from developers for the project and that the committee, in their search for a developer, had been looking for experience in the field, financial capability, and the capability to put the entire project together. He stated, the staff is recommending the Brutger Companies and is requesting that the Council authorize the staff to enter it into negotiations with the Brutger Companies. Councilmember Kuefler inquired if there were any other firms contacted regarding the project. Administrative Assistant Hoffman stated in addition to the Brutger Companies, the firms of Ryan Construction, Bor-Son Construction, and Duane Dietrich were considered. The City Manager explained that the only dollar commitment from the City with regard to the negotiations would be for attorney fees and the total amount would be between $5,000 and $10,000. Commissioner Kuefler requested further information on the tax increment financing plan. Administrative Assistant Hoffman stated the parcel under consideration for the project is 15 acres in size and that the current taxes on the parcel are $3,900. He explained, with the tax increment district, the taxes would be frozen at $3,900 and that this amount would be distributed to the school district, county, city and other taxing districts throughout the extent of the project. He explained, the tax increment from the project would be realized when the project is completed and the taxes on the property are increased. He explained, the tax increment would go to pay off the bonds used to pay for the initial improvements on the property. He added that the anticipated payoff would be approximately eight years and that once the project is paid off the tax revenues would go back on to the normal tax rolls. 7-27-81 -1- Commissioner Fignar inquired whether the other companies did not meet the qualifications. Administrative Assistant Hoffman pointed out that the Brutger Companies, Ryan Construction, and Bor-Son Company all had experience, but the key to recommending Brutgers is that Brutgers had the best concept of where the committee wanted to go with the project. The City Manager explained that if the project works it will be a first of its kind in the area, providing young families with single-family homes, from elderly persons choosing to move into the project. He added that Brutgers had a unique sensitivity to this type of approach to the project. There was a motion by Commissioner Lhotka and seconded by Commissioner Scott to allow the staff to enter into negotiations with Brutgers for the construction of the Elderly Housing Project in Brooklyn Center. Administrative Assistant Hoffman introduced Mr. Mike Podawiltz of the Brutger firm. Mr. Podawlitz explained that Brutgers will be doing everything possible to accomplish the project. In response to a question from Commissioner Kuefler, Mr. Podawiltz explained that the next step in the process will be a needs assessment of the community to determine exactly the nature of the housing requirements in the City. He explained a January 1, 1982 date is tentatively being set for the submission of a proposal. ADJOURNMENT There was a motion by Commissioner Fignar and seconded by Commissioner Kuefler to adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners Kuefler, Fignar, Lhotka, and Scott.
