CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority met in special session
and was called to order by Chairman Dean Nyquist at 10:20 p.m.
ROLL CALL
Chairman Dean Nyquist, Commissioners Tony Kuefler, Bill Fignar, Gene Lhotka,
and Celia Scott. Also present were HRA Director Gerald Splinter, Director
of Public Works Sy Knapp, Director of Finance Paul Holmlund, Director of
Planning and Inspections Ron Warren, Acting City Attorney John Dean, and
Administrative Assistants Brad Hoffman and Tom Bublitz.
APPROVAL OF MINUTES - FEBRUARY 23, 1981
There was a motion by Commissioner Scott and seconded by Commissioner Kuefler
to approve the minutes of the Housing and Redevelopment Authority meeting of
February 23, 1981 as submitted. Voting in favor: Chairman Nyquist,
Commissioners Kuefler, Lhotka, and Scott. Voting against: none, the motion
passed. Commissioner Fignar abstained from the vote as he was not present at
the February 23, 1981 meeting.
DISCUSSION ITEM
RETAINING HOLMES AND GRAVEN AS LEGAL COUNSEL FOR SENIOR CITIZENS HOUSING
PROJECT
The City Manager explained that in order for the senior citizens housing
project to develop, the assistance of legal and financial counsel is required.
The staff is recommending the firm of Holmea and Graven to provide this
assistance. Administrative Assistant Hoffman stated that the plan for the
tax increment financing district will need to be preiared and the need for
Holmes and Graven for this development is essential. He added that Holmes
and Graven's expertise in this area would also be required in other areas
of the project as it develops.
There was a motion by Commissioner Kuefler and seconded by Commissioner
Fignar to authorize the City Manager to expend $2,500 for the professional
services of Holmes and Graven for the development of the senior citizens
housing project. Voting in favor: Chairman Nyquist, Commissioners Kuefler,
Fignar, Lhotka, and Scott. Voting against:, none, the motion passed
unanimously.
ADJOURNMENT
There was a motion by Commissioner Kuefler and seconded by Commissioner Fignar
to adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners
Kuefler, Fignar, Lhotka, and Scott. Voting against: none, the motion passed
unanimously. The Brooklyn Center Housing and Redevelopment Authority adjourned
at 10:25 p.m.
