HomeMy WebLinkAbout1980 07-21 HRAMMINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION ..JULY 21, 1980 CITY HALL 'CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 1:00 a.m. ROLL CALL -Chairman Dean Nyquist, Commissioners Tony Kuefler, Bill Fignar, Gene Lhotka, and Celia Scott. Also present were HRA Director Gerald Splinter, Director =of Public Works Sy Knapp, Director of Planning & Inspection Ron Warren, City Attorney Richard Schieffer, and Administrative Assistants Brad Hoffman and 'Torn Bublitz. APPROVAL OF MINUTES - MAY 19,. 1980 There was a motion by Commissioner Scott and seconded by Commissioner Lhotka to approve the minutes of the Housing and Redevelopment Authority meeting of May 19,, 1980 as submitted. Voting in favor: Chairman Nyquist, Commissioners Kuefler, Fignar, Lhotka and Scott; voting against: none, the motion passed unanimously. RESOLUTION NO. 80-11 Member Tony Kuefler introduced the following resolution and moved its adoption: RESOLUTION APPROVING NINE (9) BROOKLYN CENTER HOUSING REHABILITATION GRANTS The motion for the adoption of the foregoing resolution was duly seconded by member Gene Lhotka, and upon vote being taken thereon, the following voted in favor thereof: Dean Nyquist, Tony Kuefler, Bill Fignar, Gene Lhotka, and Celia Scott; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. DISCUSSION ITEM RETAINING LEGAL COUNCIL FOR ELDERLY HOUSING PROJECT The HRA Director stated that the staff has been working on a committee with the Chamber of Commerce and CEAP to investigate the possibility of constructing a senior citizens high-rise in Brooklyn Center. He stated that the staff is recommending that the HRA authorize the staff to spend $1,000 on legal fees for preliminary work on the project. He noted that it is the intention of the staff to use the $1,000 to retain the services of Mr. Jim Holmes to provide legal counsel for the project. He added, that some of the preliminary costs for the project would be paid by the nonprofit group and some would be paid by the City unless, however, the project became infeasible then the City would pay all of the preliminary costs. . There was a motion by Commissioner Fignar and seconded by Commissioner Kuefler to authorize the staff to spend $1,000 to retain the services of Mr. Jim Holmes as legal counsel for the senior citizens high-rise project. Voting in favor: Chairman Nyquist, Commissioners Kuefler, Fignar, Lhotka, and Scott; voting against: none, the motion passed unanimously. 7-21-80 -1- ADJOURNMENT There was a motion by Commissioner Scott and seconded by Commissioner Fignar to adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners Kuefler, Fignar, Lhotka, and Scott; voting against: none, the motion passed unanimously.
