A discussion ensued relative to the proposed ta,x le a,; with Commissioner Britts commenting that perhaps programs should be developed before such a tax ikn levied on the citizens of the community. Chairman Cohen commented that there are many program opportunities for effective use of the monies. He stated that .such a tax would allow the Housing and Redevelopment Authority the ability to develop such programs for 1975. He d~ascribed the programs developed in Austin, Minnesota to help low-income citizens. -1- 10-7-74 Commissioner Britts then inquired of the availability of federal funds for such programs. Chairman Cohen commented that at present the federal Housing and Community Development Act of 1974 .would not directly provide funds for communities each as Brooklyn Center. He stated that the new federal law provides certain funding for cities over 50 0 000 population or those under 50,000 population who have received federal assistance for housing programs in the past. He commented that the need in Brooklyn Center exists today for housing assistance to low-income citizens. He stated that it is the Authority's responsibility tG provide the assistance. Commissioner Jensen asked what the limitations are for using the local funds available throv,, gh the HRA°s taxing power. Commissioner Jensen also inquired of staff costs that woruld be generated by the development of housing progra>rnt°. The City Manager commented that there would be little cr.st increase in terms of staff with the develr,p-neat « f such prograrns.
