HomeMy WebLinkAbout1984 12-17 HRAMMINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION DECEMBER 17, 1984 CITY HALL CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 11:32 p.m. ROLL CALL Chairman Dean Nyquist, Commissioners Gene Lhotka, Bill Hawes, and Rich Theis. Also present were HRA Director Gerald Splinter, Finance Director Paul Holmlund, Director of Public Works Sy Knapp, Director of Planning & Inspection Ron Warren, City Attorney Richard Schieffer, and Administrative Assistants Brad Hoffman and Tom Bubli.tz. APPROVAL OF MINUTES - OCTOBER 1, 1984 There was a motion by Commissioner Theis and seconded by Commissioner Hawes to approve the minutes of the October 1, 1984 Brooklyn Center Housing and Redevelopment Authority meeting as submitted. Voting in favor: Chairman Nyquist, Commissioners Hawes and Theis. Voting against: none. The motion passed. Commissioner Lhotka abstained from the vote as he was not present at the October 1 meeting. AUTHORIZING SPECIFICATIONS FOR A REQUEST FOR PROPOSAL AND DIRECTING ADVERTISEMENT FOR PROPOSALS FOR A STRUCTURAL ANALYSIS OF THE EARLE BROWN FARM The City Manager requested that this item be laid over to the January 14, 1985 meeting. CONSIDERATION OF PURCHASE OF HOME ON WHICH THE HRA HAS ISSUED A REHABILITATION GRANT Administrative Assistant Hoffman pointed out that presently the HRA has in interest in the property of approximately $3,000 through a rehabilitation grant. He pointed out the City has several options, including doing nothing and letting the house be sold at auction, bidding on the house and protecting the City's position or obtaining the property by a quitclaim deed, and negotiating the purchase with the bank holding the mortgage. The City Attorney indicated he had not examined the title for any other possible, liens and recommended that the property be abandoned if a great amount of existing liens is found or a great amount of back taxes are owed. Administrative Assistant Hoffman pointed out that he would propose the HRA re-sell the property and keep it as a single family home in Brooklyn Center. There was a motion by Councilmember Lhotka and seconded by Councilmember Theis to authorize the staff to take action to protect the HRA's lien position, including purchase or through negotiation or auction. Voting in favor: Chairman Nyqui.st, Commissioners Lhotka, Hawes, and Theis. Voting against: none. The motion passed. 12-17-84 -1- ADJOURNMENT There was a motion by Commissioner Hawes and seconded by Commissioner Theis to adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners 1-hotka, Hawes, and Theis. Voting against: none. The motion passed.
