Adjournment MEMORANDUM DATE: June 10, 2003 TO: Michael McCauley, City Manager FROM: Curt Boganey, Assistant City ManagP59 SUBJECT: Resolution Approving Contract Award for Partial Roof Replacement At the Earle Brown Heritage Center Hippodrome On March 24, 2003, the Economic Development Authority (EDA) authorized a contract with Inspec, Inc. to provide site verification, construction documents, construction observation, and testing of completed work for the partial roof replacement on the Pre - function area of the EBHC building known as the Hippodrome. The site verification and construction documents as well as a project schedule were prepared by Inspec. Advertisements were placed requesting bids on May 23 and 30, 2003. A pre -bid conference was held at the Heritage Center on Tuesday, June 3, 2003. Bid documents were due at City Hall by 2 p.m. on Tuesday, June 10, 2003. Bids were received as follows: Central Roofing $ 79,424 G & S Roofing $ 99,331 John A. Dalsin $ 127,777 Berwald Roofing $194,419 The low bid from Central Roofing has been reviewed by Inspec and found to be fully responsive to the bid specifications and requirements. The low bid is below the $100,000 project cost estimate. Funds to cover the cost of the work are available within the Heritage Center's Capital Expense Fund and it's 2003 Capital Budget. Recommended Action: A resolution authorizing the execution of a construction contract with Central Roofing is attached for EDA consideration. Staff recommends approval of the resolution. Commissioner introduced the following resolution and moved its adoption: EDA RESOLUTION NO. RESOLUTION AWARDING A CONTRACT TO CENTRAL ROOFING FOR THE REPAIR OF THE PRE - FUNCTION ROOF ON THE HIPPODROME BUILDING AT THE EARLE BROWN HERITAGE CENTER WHEREAS, the originally installed rubber membrane roof on the Pre - function area of the Hippodrome has deteriorated causing leaks inside the lobby which are creating safety issues; and WHEREAS, Inspec, Inc., hired by Economic Development Authority Resolution on March 24, 2003, to oversee the repair work, has determined that replacement of the roof is required; and WHEREAS, said work is to be performed during the period June 26 through July 10, 2003; and WHEREAS, bids have been solicited for the replacement of the roof and such bids were opened and reviewed on June 10, 2003; and WHEREAS, bids presented for review were: Berwald Roofing $194,419 Central Roofing $ 79,424 John A. Dalsin $127,777 G &S Roofing $ 99,331 NOW, THEREFORE, BE IT RESOLVED by the Economic Development Authority in and for the City of Brooklyn Center to award central roofing the bid for the partial re- roofing of the Hippodrome at a cost of $79,424, with construction observation to be provided by Inspec, Inc. Date President The motion for the adoption of the foregoing resolution was duly seconded by commissioner and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted. The responsible low bidder for the project was Central Roofing Company with the bid amount of $79,424. The apparent low bid amount is lower than the project budget. Central Roofing Company was contacted with regard to the bid results. They indicated they were comfortable with their bid and it was their intent to provide the work for this project in conformance with the construction documents for the bid amount. Central Roofing Company has provided the work for many of our clients. Their work has been very good. Based on other projects that INSPEC, INC. has been involved with, we would recommend award of contract to Central Roofing Company.
