HomeMy WebLinkAbout1985 10-21 HRAMMINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN.THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION OCTOBER 21, 1985 CITY HALL CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 9:09 p.m. ROLL CALL Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis. Also present were HRA Director Gerald Splinter, Director of Public Works Sy Knapp, Director of Planning & Inspection Ron Warren, Finance Director Paul Holmlund, City Attorney Richard Schieffer, Housing Coordinator Brad Hoffman, and Deputy City Clerk Geralyn Barone. APPROVAL OF MINUTES - OCTOBER 7, 1985 There was a motion by Commissioner Scott and seconded by Commissioner Theis to approve the minutes of the October 7, 1985 Brooklyn Center Housing and Redevelopment Authority meeting as submitted. Voting in favor: Chairman Nyquist, Commissioners Scott, Hawes, and Theis. Voting against: none. The motion passed. Commissioner Lhotka abstained from the vote as he was not present at the October 7, 1985 meeting. RESOLUTION The HRA Director introduced a Resolution Awarding Contract for Market Analysis of Earle Brown Farm Property. He stated that feasibility of public and private uses will be included in the study. Commissioner Theis asked if more than just Brooklyn Center will be included in the study, and the HRA Director responded that a large service area surrounding Brooklyn Center will be included. Commissioner Scott asked for further information on Quality Decisions, Inc., and the Housing Coordinator explained that the firm has been around for several years and is a reputable firm. Commissioner Scott requested that a firm that can handle the study be employed because of the large scope of the study. Commissioner Theis also expressed hope that the City employ a company that will be able to handle the project, and the Housing Coordinator and HRA Director conveyed their confidence in the company recommended by the City. RESOLUTION NO. 85-15 Member Rich Theis introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING THE CHAIRMAN AND EXECUTIVE DIRECTOR TO ENTER INTO AN AGREEMENT WITH QUALITY DECISIONS, INC. TO CONDUCT A MARKET SURVEY RELATING TO THE DEVELOPMENT OF THE EARLE BROWN FARM The motion for the adoption of the foregoing resolution was duly seconded by member Gene Lhotka, and upon vote being taken thereon, the following voted in favor thereof : Dean Nyquist, Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis; and 10-21-85 -1- the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. ADJOURNMENT There was a motion by Commissioner Lhotka and seconded by Commissioner Hawes to adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners Lhotka, Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously. The Brooklyn Center Housing and Redevelopment Authority adjourned at 9:15 P.M. Chairm 1 10-21-85 -2-
