HomeMy WebLinkAbout1986 04-21 HRAM I MINUTES OF THE PROCEEDINGS OF THE HOUSING AND, REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION APRIL 21, 1986 CITY HALL CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 7:02 p.m. ROLL CALL Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis. Also present were HRA Director Gerald Splinter, Finance Director Paul Holmlund, Director of Public Works Sy Knapp, Director of Planning & Inspection Ron Warren, HRA Coordinator Brad Hoffman, Personnel Coordinator Geralyn Barone, and Administrative Aid Patti Page. APPROVAL OF MINUTES - APRIL 7. 1986 There was a motion by Commissioner Scott and seconded by Commissioner Hawes to approve the minutes of the April 7, 1986 Brooklyn Center Housing and Redevelopment Authority meeting as submitted. The motion passed unanimously. The City Manager presented a Resolution Initiating Modification to Redevelopment Plan and Tax Increment Financing Plan and Requesting City Council to Schedule a Public Hearing on Same. He stated that the staff is asking for condemnation proceedings to clear the title on Tract H and to also include the cost in the Tax Increment Financing District. Commissioner Theis asked if this money would be put into an escrow account. The HRA Coordinator stated that the parties owning this property have been identified but that the money could end up in an escrow account. The City Attorney arrived at 7:07 p.m. Commissioner Lhotka asked what the cost projections were for acquisition of Tract H. The HRA Coordinator stated that the cost at this time was pure speculation. He added that he felt $100,000 to be a rough estimate. RESOLUTION NO. 86-06 Member Gene Lhotka introduced the following resolution and moved its adoption: RESOLUTION INITIATING MODIFICATION TO REDEVELOPMENT PLAN AND TAX INCREMENT FINANCING PLAN AND REQUESTING CITY COUNCIL TO SCHEDULE A PUBLIC HEARING ON SAME The motion for the adoption of the foregoing resolution was duly seconded by member Rich Theis, and the motion passed unanimously. 1 4-21-86 -1- ADJOURNMENT There was a motion by Commissioner Theis and seconded by Commissioner Scott to adjourn the meeting.
