OF MINNESOTA SPECIAL SESSION JUNE 23, 1986 CITY HALL CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 7:05 p.m. ROLL CALL Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, and Rich Theis. Also present were HRA Director Gerald Splinter, Director of Public Works Sy Knapp, Director of Finance Paul Holmlund, Director of Planning & Inspection Ron Warren, City Attorney Bill Jordan, HRA Coordinator Brad Hoffman, Personnel Coordinator Geralyn Barone, and Administrative Aid Patti Page. Mayor Nyquist noted that Commissioner Hawes' was ill and would not be in attendance at the meeting this evening. INVOCATION The invocation was offered by Rev. Diane Koob from Brooklyn United Methodist Church. APPROVAL OF MINUTES - MAY 19. 1986 There was a motion by Commissioner Scott and seconded by Commissioner Lhotka to approve the minutes of the May 19, 1986 Brooklyn Center Housing and Redevelopment Authority meeting as submitted. The motion passed. The City Manager presented a Resolution Authorizing Execution of Developer's Agreement. He noted that this agreement was between the HRA, the City of Brooklyn Center and Earle Brown Commons. He added that the Commissioners had received copies of this agreement a week ago and that before them this 'evening was a slightly revised agreement. Commissioner Lhotka asked if the changes in tonight's agreement were basically technical changes or if there had been any major changes. The HRA Coordinator stated that these changes were mostly technical ones. Commissioner Theis asked what Phase II would involve. The HRA Director stated that Phase II would be the second tower which would have approximately 129 units in it. Commissioner Theis asked what would happen to the property if the HRA would not authorize Phase II of the development. The HRA Coordinator stated that the HRA and the City would have the right to find another developer after the agreed upon deadline. RESOLUTION NO. 86-10 Member Celia Scott introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING EXECUTION OF DEVELOPER'S AGREEMENT 6-23-86 -1- The motion for the adoption of the foregoing resolution was duly seconded by member Rich Theis, and the motion passed. ADJOURNMENT There was a motion by Commissioner Theis and seconded by Commissioner Lhotka to adjourn the meeting. The motion passed.
