SPECIAL SESSION
SEPTEMBER 8, 1986

CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority met in special session
and was called to order by Chairman Dean Nyquist at 9:16 p.m.
ROLL CALL
Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill Hawes, and
Rich Theis; also present were HRA Director Gerald Splinter, Finance Director
Paul Holmlund, Director of Public Works Sy Knapp, Director of Planning &
Inspection Ron Warren, City Attorney Bill Jordan, HRA Coordinator Brad Hoffman,
Personnel Coordinator Geralyn Barone, and Administrative Aid Patti Page.
APPROVAL OF MINUTES - AUGUST 11. 1986
There was a motion by Commissioner Scott and seconded by Commissioner Hawes to
approve the minutes of the August 11, 1986 Brooklyn Center Housing and
Redevelopment Authority meeting as submitted. The motion-passed unanimously.
RESOLUTION NO, 86-14
Member Gene Lhotka introduced the following resolution and moved its adoption:
RESOLUTION APPROVING ONE (1) BROOKLYN CENTER HOUSING REHABILITATION GRANT
The motion for the adoption of the foregoing resolution was duly seconded by
member Rich Theis, and the motion passed unanimously.
EARLE BROWN COMMONS AGREEMENT
The HRA Coordinator stated that staff is recommending the HRA exercise the
contract option to write down the cost of the Phase I land by $300,000 versus a
long term commitment to food service at that facility. He stated he believes it
is not in the City's best interest to be held to a long term commitment by
providing services, and that it could limit the options available to the farm
development. He noted that there was no formal action required for this item.
Commissioner Lhotka asked what the $300,000 write down meant. The HRA
Coordinator stated that- basically there are two prices for the land, either
$520,000 or $220,000. He noted that the $300,000 which would be the write down
has to be used for a dining facility in Earle Brown Commons.
Commissioner Theis asked if there was not a write down on the land, would the
City provide -service forever. The HRA Coordinator stated that is basically
correctm, or the City could try to renegotiate the contract at a later date.
There was a motion by Commissioner Lhotka and seconded by Commissioner Theis to
direct the staff to exercise the write down option contained in the Earle Brown
Commons development contract. The motion passed unanimously.
