SPECIAL SESSION
DECEMBER 22, 1986

CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority met in special session
and was called to order by Chairman Dean Nyquist at 9:55 p.m.
ROLL CALL
Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, and Rich Theis.
Also present were HRA Director Gerald Splinter, Finance Director Paul Holmlund,
Director of Planning & Inspection Ron Warren, City Attorney Richard Schieffer,
HRA Coordinator Brad Hoffman, and Administrative Aid Patti Page.
APPROVAL OF MINUTES - NOVEMBER 24. 1986
There was a motion by Commissioner Lhotka and seconded by Commissioner Scott to
approve the minutes of the November 24, 1986 Housing and Redevelopment Authority
meeting as submitted. The motion passed.
RESOLUTION NO. 86-20
Member Celia Scott introduced the following resolution and moved its adoption:
RESOLUTION APPROVING THE BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY
BUDGET FOR THE YEAR 1987 PURSUANT TO MSA CHAPTER 462.545 SUBDIVISION 6
The motion for the adoption of the foregoing resolution was duly seconded by
member Rich Theis, and the motion passed unanimously.
DISCUSSION ITEM
REOUEST FOR PROPOSALS REGARDING BROOKLYN FARM
The HRA Director stated that the staff has met with the committees regarding the
Brooklyn Farm, and that the committees have recommended that a Request for
Proposals be sent out for the Brooklyn Farm. He noted that this would be for
the development of the Farm. He stated that the HRA could reject all proposals
and have the City develop the site if the HRA so wishes.
There was a motion by Commissioner Lhotka and seconded by Commissioner Theis to
authorize the HRA Director to issue a Request for Proposals regarding the
development of the Brooklyn Farm site. The motion passed.
The HRA Coordinator stated that the HRA must define what is expected of the
preservation of the farm and give some specifics as to siding, window
treatments, etc. He noted that staff has received a proposal from an
architectural firm which would be capable of helping staff write part of the
development contract and the bid specifications. Commissioner Scott stated that
she was concerned with being too restrictive if the staff gives specifics on

things such as siding and window treatments. The HRA Director stated that
without giving specifics, the HRA would not receive a good solid end product
because of the assumptions made by the developer. He stated that in this case,
the developer needs to know what the HRA is expecting, in order to give a good
proposal.
There was a motion by Commissioner Theis and seconded by Commissioner Scott to
enter into an agreement with a consultant for definition of the specifics,
regarding the character of the farm and the preservation aspects which are
expected of the developer. The motion passed with Commissioner Lhotka opposed.
ADJOURNMENT
There was a motion by Commissioner Theis and seconded by Commissioner Lhotka to
adjourn the meeting. The motion passed. The Brooklyn Center Housing and
Redevelopment Authority adjourned at 10:12 p.m.
