1. CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority (HRA) met in special session and was
called to order by Chair Myrna Kragness at 7:00 p.m.
2. ROLL CALL
Chair Myrna Kragness, Commissioners Kay Lasman, Ed Nelson, Bob Peppe, and Tim Ricker. Also
present: Executive Director Michael McCauley, Interim Assistant City Manager /Director of Public
Works Sharon Klumpp, City Attorney Charlie LeFevere, and Deputy City Clerk Maria Rosenbaum.
3. APPROVAL OF AGENDA AND CONSENT AGENDA
• A motion by Commissioner Lasman, seconded by Commissioner Peppe to approve the agenda and
consent agenda. Motion passed unanimously.
3a. APPROVAL OF MINUTES
A motion by Commissioner Lasman, seconded by Commissioner Peppe to approve the minutes from
the special session on September 9, 2002. Motion passed unanimously.

Executive Director Michael McCauley discussed these resolutions would approve the HRA final
levy and budget for the year 2003.
RESOLUTION NO. 2002-03
Commissioner Nelson introduced the following resolution and moved its adoption:
RESOLUTION ESTABLISHING A FINAL MARKET VALUE LEVY FOR THE PURPOSE OF
DEFRAYING THE COST OF OPERATION, PROVIDING INFORMATIONAL SERVICES AND
RELOCATION ASSISTANCE PURSUANT TO THE PROVISIONS OF MINNESOTA
STATUTES CHAPTER 469.033 FOR THE CITY OF BROOKLYN CENTER HOUSING AND
REDEVELOPMENT AUTHORITY FOR FISCAL YEAR 2003
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Ricker.
Motion passed unanimously.
RESOLUTION NO. 2002-04
Commissioner Nelson introduced the following resolution and moved its adoption: S

The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Ricker.

RE: Preliminary Tax Levy and Budget Adoption Resolutions — HRA - 2004
Attached are copies of proposed resolutions for the Housing and Redevelopment
Authority for the City of Brooklyn Center for a property tax levy on all taxable property
within the City for collection in 2004. The maximum rate is established by statute at
.0144 %, the same rate applied for the 2003 levy. Based on current market value
information from the City Assessor, this would generate a property tax levy of $232,395.
This amount is subject to change pending the final market valuation of the community as
established by the County in late December.
The proposed budget reflects the tax levy of $232,395 less the estimated uncollectible
• amount at 3 %.
These two resolutions represent the best estimate at this time and are subject to change
based on the actions of the county to finalize the market value for the City.

MINNESOTA STATUTES CHAPTER 469.033 FOR THE CITY OF
BROOKLYN CENTER HOUSING AND REDEVELOPMENT
AUTHORITY FOR FISCAL YEAR 2004
WHEREAS, Minnesota Statutes require that the preliminary property tax
levy be provided to the Hennepin County Auditor no later than September 15, 2003, for
taxes payable in calendar year 2004.
NOW, THEREFORE, BE, IT RESOLVED by the Housing and
Redevelopment Authority of the City of Brooklyn Center that a special tax is hereby
levied on all taxable real and personal property within the City of Brooklyn Center at the
rate of 0.0144% of the total market value of real and personal property situated within the
corporate limits of the City of Brooklyn Center that is not exempted by law.
• BE IT FURTHER RESOLVED that the property tax levied under this
resolution be used for the operations and activities of the Housing and Redevelopment
Authority of the City of Brooklyn Center pursuant to Minnesota Statutes Chapter 469.001
to 469.047.
