1. CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority (HRA) met in Special Session and was
called to order by Chair Myrna Kragness at 7:00 p.m.
2. ROLL CALL
Chair Myrna Kragness, Commissioners Kay Lasman, Diane Niesen, and Bob Peppe. Commissioner
Kathleen Carmody was absent and excused. Also present: Executive Director Michael McCauley,
Assistant City Manager /Director of Operations Curt Boganey, City Attorney Charlie LeFevere, and
Deputy City ut Ci Clerk Maria Rosenbaum.
3. APPROVAL OF AGENDA AND CONSENT AGENDA
• A motion by Commissioner Lasman, seconded by Commissioner Peppe to approve the agenda and
consent agenda. Motion passed unanimously.
3a. APPROVAL OF MINUTES
A motion by Commissioner Lasman, seconded by Commissioner Peppe to approve the minutes from
the special session on December 9, 2002. Commissioners Kathleen Carmody and Diane Niesen
abstained from the vote. Motion passed.

AUTHORITY PURSUANT TO MINNESOTA STATUTES CHAPTER 469
Executive Director Michael McCauley discussed these resolutions would approve the HRA
preliminary levy and budget for the year 2004 based on the number provided from Hennepin County.
RESOLUTION NO. 2003-01
Commissioner Lasman introduced the following resolution and moved its adoption:
RESOLUTION ESTABLISHING A PRELIMINARY MARKET VALUE LEVY FOR THE
PURPOSE OF DEFRAYING THE COST OF OPERATION, PROVIDING INFORMATIONAL
SERVICES AND RELOCATION ASSISTANCE PURSUANT TO THE PROVISIONS OF
MINNESOTA STATUTES CHAPTER 469.033 FOR THE CITY OF BROOKLYN CENTER
HOUSING AND REDEVELOPMENT AUTHORITY FOR FISCAL YEAR 2004
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Peppe.
Motion passed unanimously.
RESOLUTION NO. 2003-02
Commissioner Lasman introduced the following resolution and moved its adoption: •

The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Peppe.

RESOLUTION ESTABLISHING A FINAL MARKET VALUE LEVY
FOR THE PURPOSE OF DEFRAYING THE COST OF OPERATION,
PROVIDING INFORMATIONAL SERVICES AND RELOCATION
ASSISTANCE PURSUANT TO THE PROVISIONS OF MINNESOTA
STATUTES CHAPTER 469.033 FOR THE CITY OF BROOKLYN
CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR
FISCAL YEAR 2004.
WHEREAS, Minnesota Statutes require that the final property tax levy be
provided to the Hennepin County Auditor no later than December 29, 2003 for taxes
payable in calendar year 2004.
NOW, THEREFORE, BE IT RESOLVED by the Housing and
Redevelopment Authority of the City of Brooklyn Center, Minnesota that a special tax is
hereby levied on all taxable real and personal property within the City of Brooklyn
Center at the rate of 0.0144% of the total market value of real and personal property
situated within the corporate limits of the City of Brooklyn Center that is not exempted
by law.
• BE IT FURTHER RESOLVED that the property tax levied under this
resolution be used for the operations and activities of the Housing and Redevelopment
Authority of the City of Brooklyn Center pursuant to Minnesota Statutes Chapter 469.001
to 469.047.

Development Authority of the City of Brooklyn Center, Minnesota that revenues and
appropriations for the Housing and Redevelopment Authority are hereby adopted as
follows:
