Attendees

Financial Report

The committee expects to receive $1200 on December 17 following its gift wrapping
fundraiser.
Report is attached. (Note: the report does not include the above).
Committee Organization
Terri presented a letter from City attorney Charlie LeFevere who was at the meeting to answer
questions. The letter explained his concern over structure and staff acting in an official
capacity on the committee. (Letter attached for those not present). According to Charlie
LeFevere, because the committee has not yet organized itself, there are legal and tax liabilities
for the City and its staff. Mr. LeFevere explained that the committee can go in one of two
• directions: Set up Discover the Center as an independent group similar to the Friends of
Woodlake model he presented to us months back; or request to become a City commission.
After much discussion, Bernie Gaffney made the motion to put together a letter to the city
council requesting that the Discover the Center steering committee be established as a
commission with the provision listed below. Mary Welch seconded the motion. The motion
passed unanimously.
•The committee would continue to be called the Discover the Center steering committee
•The committee would recommend appointment of its own members with final approval by
the city council
*The committee would make recommendations to the council on how monies from the funds
would be expended and no money would be spent by the council without input from the
committee
•Money contributed to the fund would only be expended for Discover the Center activities and
programs.
The committee instructed staff to prepare the memo based on the above provisions and present
it to council at the January 8 meeting.
Based on the input received from Charlie LeFevere, Nancy Gohman tendered her resignation
as committee treasurer. Bernie Gaffney seconded the motion. Bernie Gaffney nominated Mary
• Welch to be the new treasurer. Bob seconded the motion. The motion carried.
Bridge the Differences Subcommittee
Mary Welch asked to committee for approval to spend up to $200 for refreshments for the
Bridge the Differences coordinators' meeting to be held on Jan. 13 in constitution hall from
9:30 - 11:30 a.m. Jim Soderberg moved to approve the expenditure, Bernie Gaffney seconded
the motion. The motion carried. Nancy Gohman voted nay.
Rally Subcommittee Coordinators' Meeting
Terri Swanson asked what was the best day to hold the rally subcommittee coordinators'
meeting. It was decided that any evening after the 13th would work. Terri Swanson will select
a date when council chambers is available and will book the room. (Note: The meeting has
been scheduled for Wednesday, January 28 at 7 p.m. in council chambers). Terri Swanson
explained that Rod Snyder called her and felt that the rally nights committee should organize
the meeting. Terri Swanson assured him she was only booking the room.
Fundraising
Bob Peppe explained he needs more people to sign up for the gift wrap fundraiser on the
weekend.
Other
Jim Soderberg mentioned that the committee needs to plan ahead more. Perhaps an effort to
make Brooklyn Center the Christmas Capitol like another small community in the United
States recently did. He thinks that will help put Brooklyn Center on the map.
Communications Coordinator Position
The committee discussed the pending elimination of the City's communications coordinator
position.
Adjournment
Nancy Gohman moved to adjourn the meeting at 10:35 a.m. Bob Peppe seconded the motion.
Next Meeting
The next meeting is scheduled for January 19, 1996 at 8:30 a.m. in conference room B. All
unable to attend to contact City Hall at 569 -3300.
