INVOCATION
Father Martin Stillmach, St. Alphonsus, offered the invocation.
1. CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority (HRA) met in special session and was called to
order by Chair Myrna Kragness at 7:01 p.m.
2. ROLL CALL
Chair Myrna Kragness, Commissioners Kay Lasman, Ed Nelson, Bob Peppe, and Tim Ricker. Also present:
Executive Director Michael J. McCauley, Assistant City Manager Jane Chambers, Public Works Director
Diane Spector, City Attorney Charlie LeFevere, and Deputy City Clerk Maria Rosenbaum.

A motion by Commissioner Lasman, seconded by Commissioner Nelson to approve the agenda and consent
agenda. Motion passed unanimously.

A motion by Commissioner Lasman, seconded by Commissioner Nelson to approve the minutes from the
special session on September 10, 2001. Motion passed unanimously.

Executive Director Michael McCauley discussed these resolutions would approve establishing the HRA final
tax levy and budget for the year 2002.
RESOLUTION NO. 2001 -04
Commissioner Peppe introduced the following resolution and moved its adoption:

RESOLUTION NO. 2001 -05
Commissioner Peppe introduced the following resolution and moved its adoption:

RESOLUTION ESTABLISHING A PRELIMINARY MARKET VALUE
LEVY FOR THE PURPOSE OF DEFRAYING THE COST OF
OPERATION, PROVIDING INFORMATIONAL SERVICES AND
RELOCATION ASSISTANCE PURSUANT TO THE PROVISIONS OF
MINNESOTA STATUTES CHAPTER 469.033 FOR THE CITY OF
BROOKLYN CENTER HOUSING AND REDEVELOPMENT
AUTHORITY FOR FISCAL YEAR 2003.
WHEREAS, Minnesota Statutes require that the preliminary property tax
levy be provided to the Hennepin County Auditor no later than September 15, 2002 for
taxes payable in calendar year 2003.
NOW, THEREFORE, BE IT RESOLVED by the Housing and
Redevelopment Authority of the City of Brooklyn Center, Minnesota that a special tax is
hereby levied on all taxable real and personal property within the City of Brooklyn
Center at the rate of 0.0144% of the total market value of real and personal property
situated within the corporate limits of the City of Brooklyn Center that is not exempted
by law.
• BE IT FURTHER RESOLVED that the property tax levied under this
resolution be used for the operations and activities of the Housing and Redevelopment
Authority of the City of Brooklyn Center pursuant to Minnesota Statutes Chapter 469.001
to 469.047.

RE: HRA- Preliminary Tax Levy for Fiscal Year 2003.
Attached is a resolution for consideration by the City Council acting as the HRA as part
of the process of consideration and adoption of the 2003 Budget. Preliminary property
tax resolutions must be adopted and reported to the County Auditor no later than
September 15 of each year. From these preliminary property tax levies, the County
prepares a preliminary property tax statement for each parcel in the City. This statement
becomes the basis for discussion of property taxes at the annual Truth in Taxation
Hearing scheduled for December 2, 2002.
This resolution establishes the property tax levy for fiscal year 2003 by the HRA and
• consists of the following.
Housing and Redevelopment Authority Tax Levy $213,562
Levy limits imposed by the State Legislature limit the dollar amount the City can levy for
general operations including public works, public safety, administration, community
development and park and recreation programs. However, there are several items the
City Council can levy outside the levy including debt service and operating costs of the
HRA. The amount reflected above is the maximum amount the City can levy for HRA
operations for collection in 2003.
This amount reflects a calculation that was provided for the Tax Section at Hennepin
County and includes the statutory rate of .0144% of the Market Value of all taxable
property in the City. In our case, this is .0144% of $1,483,067,001. This levy compares
to the levy for 2002 of $197,313.

Brooklyn Center has considered the preliminary budget for Fiscal Year 2003.
NOW, THEREFORE, BE IT RESOLVED by the Housing and
Development Authority of the City of Brooklyn Center, Minnesota that appropriations for
the Housing and Redevelopment Authority are hereby adopted as follows:

RE: HRA- Preliminary Budget for Fiscal Year 2003
Attached is a resolution for consideration by the City Council, acting as the HRA, as part
of the process for consideration and adoption of the 2003 HRA budget.
Operation of the HRA is dependent in large part on the tax levy by the City on all taxable
property in the City. Expenses of the HRA include acquisition, demolition and /or
rehabilitation of sub - standard housing within the community in an effort to maintain an
affordable and
maintained housing stock in the City. This revenue, plus other grant
income such as CDBG, are dedicated to this end.
