adoption:
RESOLUTION NO. 2003-92
RESOLUTION DIRECTING THE TERMINATION OF THE AUTOMATED
CLEARING HOUSE (ACH) SERVICES PROGRAM
WHEREAS, the City Council directed that Automated Clearing House (ACH)
services be offered to public utility customers in December, 2002; and
WHEREAS, the directive required that minimum participation in the program be 15%
within one year of offering the service; and
WHEREAS, through notice in the City's newsletter, articles in the local newspaper,
access on the City's web site, and direct mailing to each customer over a three month period, the
program was well advertised and promoted; and
WHEREAS, as a result of these promotions, 245 customers from a pool of 8,925
customers responded, 2.7% of the customer base; and
WHEREAS, it is clear that the 15% requirement will not be reached within the year;
and
WHEREAS, the expense of providing the service to a small number of customers was
demonstrated to be financially ineffective.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center that the ACH Program be terminated.
BE IT FURTHER RESOLVED that each customer registering for the program be
notified of program termination by letter.

The motion for the adoption of the foregoing resolution was duly seconded by member
Kathleen Carmody
and upon vote being taken thereon, the following voted in favor thereof:
Myrna Kragness, Kathleen Carmody, Kay Lasman, Diane Niesen, and Bob Peppe;
and the following voted against the same: none;
whereupon said resolution was declared duly passed and adopted.
