The Planning Commission is an advisory body. One of the Commission's functions is to
hold public hearings. In the matters concerned in these hearings, the Commission makes
recommendations to the City Council. The City Council makes all final decisions in
these matters.

Item 4 Administration of Oath of Office: Carlos Morgan and Michael Parks for the
continuation of their Commission terms (2009 -2011)
The Planning Commission Oath of Office: I do solemnly swear to support the
Constitution of the United States and of this State, and to discharge faithfully the
duties devolving upon me as Planning Commission Member of the City of
Brooklyn Center to the best of my judgment and ability.
Item 5 & 6 The election of a 2010 Chair and 2010 Chair Pro Tem
Note: These items were tabled at the January 14, 2010 meeting until a full
Commission is in attendance. A motion to place the election of a 2010 Chair and
2010 Chair Pro Tern on the agenda.
Item 8 "Minnesota Demographic Change and State Government Services to 2015 and
2020 ", Tom Gillasy, State Demographer
A 20 minute video of the State Demographer's presentation to the Met Council
will be presented to provide a prospective of the demographic changes that will
influence how we approach our future.
Item 9 Discussion Items — future agenda items:
A Special Use Permit application for a school use for ITT Educational Services at
the Earle Brown Towers.
• A brief review of the C -1A zone and the CC (Central Commerce) zones.
Preliminary Plat of Northbrook 2 nd Addition
• A brief review of the status of the environmental studies completed by the
City and MPCA, status of the MPCA's remediation of the dry cleaning vapor
issue, and platting of the propriety to clear title issues to enable the future
developme of this site.
Phase II development of the Adult Education Building (Planning Application No.
2004 -010, 2004 -011 and 2004 -012) CEAP Addition
• A brief overview of the 2004 approvals provided by the City for the phased
development of this site. Discussion on the potential transportation
improvements associated with this improvement project.

Comprehensive Plan discussion on adoption and implementation.
• Jared Andrews, Loucks Associates, will be assembling the final comp plan
document for distribution at the February 14, 2010 meeting for a discussion
on its adoption and implementation at the February work session.
Update on 2010 Citv improvement projects.
A review of the Bass Lake Streetscape Project will be presented at a future work
session.
