RESOLUTION NO. 2001-172
RESOLUTION SUPPORTING CONTINUED OPERATION OF NEIGHBORHOOD
SCHOOLS BY INDEPENDENT SCHOOL DISTRICT NO. 279
WHEREAS, District No. 279 unfortunately faces budget shortfalls; and
WHEREAS, District No. 279 is considering the potential closing of elementary schools; and
WHEREAS, the closing of elementary schools has negative impacts upon the quality of
education, adversely impacts a sense of neighborhood, and deters family involvement through the creation of
distance barriers to family involvement; and
WHEREAS, closing neighborhood schools impacts community education opportunities for
the greater community; and
WHEREAS, three schools serving Brooklyn Center are being discussed for possible closure,
in addition to one school that has already been designated for reprogramming; and
WHEREAS, substantial numbers of Brooklyn Center residents are recent immigrants, as
well as many who are transit dependent; and
WHEREAS, residents of Brooklyn Center would suffer disproportionately through the
potential loss of neighborhood elementary school opportunities in the Osseo School District located in
Brooklyn Center since the sense of neighborhood and proximity for family involvement is all the more
RESOLVED by the City Council of the City of Brooklyn
Center that it strongly urges the Osseo School District, when looking at its budget shortfall to consider the
negative impact upon children throughout the district associated with closing schools, to especially look at
the need for equitable cuts across the district and not to target one area in the district that would
disproportionately suffer resulting in the creation of larger barriers to family involvement and community
education opportunities.

AND, BE IT FURTHER RESOLVED by the City Council of the City of Brooklyn Center
that it opposes any closure of the Garden City, Orchard Lane, or Fair Oaks Schools serving residents of
Brooklyn Center, especially in light of the previously proposed reprogramming of the Willow Lane School.

The motion for the adoption of the foregoing resolution was duly seconded by member
Tim Ricker
Myrna Kragness, Kay Lasman, Ed Nelson, and Tim Ricker;
and the following voted against the same: none;
whereupon said resolution was declared duly passed and adopted.
