CHAPTER 6 - ADMINISTRATIVE CODE
Section 6 -101., STATEMENT OF INTENT.
6- 101.10. This ordinance, which shall be known as the Administrative
Code of the Village of Brooklyn Center, Is established for the purpose of
dividing the administrative services of the Village into departments and
divisions, creating administrative positions, and for the purpose of defining
the functions and duties of each department, division, and position.
6- 101.11. The provisions of this ordinance are based upon the powers
conferred upon the Village Council by Minnesota Statutes Section 412.111.
Section 6 -102., ADMINISTRATIVE ORGANIzATION.

6-102.10. The administrative services of the Village shall be divided
into the following departments and offices and heads thereof, and said
departments, offices and positions are hereby created:

Section 6-103. FUNCTIONS OF THE ADMINISTRATIVE OFFICE. The functions
of the Administrative Office shall be as set out in the following sub - sections.
6- 103.10. Relation to Elected Officials, The Administrative Office
shall Perform all of the duties that may from time to time be assigned by the
Treasurer, Clerk, or Council not inconsistent with Minnesota statutes.
6- 103.11. Said officials shall retain ultimate responsibility for the
actions of the Administrative Office in the discharge of these duties.
6- 103.20. Central Purchasina. All purchases and acquisitions made
for, or in the name of, the Village of Brooklyn Center shall be made by the
Administrative Office unless otherwise directed by the Council.
6- 103.30. Purchasinci Restrictions., All purchases made by the'
Administrative Office shall meet the conditions set out in the following
sub - sections unless otherwise directed by the Council.
6- 103.31, The Head of the Department for which the service,
equipment, or supplies are ordered must recommend that the order be placed.
6- 103.32. The service, equipment, or supplies must be necessary
to the operation of the Department.
6- 103.33. -. here equipment is ordered to replace obsolete, damaged,
or worn-out equipment, the new equipment shall as nearly as possible equal
that which it replaces in design, and function.
6- 103.34. Where there is more than one possible source of supply
for any item having a cost of FIFTY DOLLARS or more, the Administrator shall
request price quotations from at least two sources and shall place the order
at the lowest price quoted, provided the items are of comparable quality,
unless the Council otherwise directs.
6- 103.35. The cost of service, equipment, or supplies ordered must
not exceed ONE THOUSAND DOLLARS.
6- 103.36. The expenditure must be within the limits established by
the department budget.
6- 103.37. All claims resulting from orders placed by the Purchasing
Officer shall be audited by the Village Council.
6- 103.38. Vfhere bidding is required to be used, bidding procedures
shall be consistent with state statute.
6- 103.39. The Village Council expressly retains its power to disaffirm
any order or contract entered into by the Administrative Office on behalf of
the Village in the same manner and to the same extent that such power
existed prior to the adoption of this ordinance.
Section 6 -104,, DUTIES AND RESPONSIBILITIES OF THE VILLAGE
ADMINISTRATOR.
6- 104.10. Chief Administrative Officer. The Village Administrator
shall be the chief administrative officer of the Village, and pursuant to this
Position shall perform the duties set out in the following sub - sections.
6- 104.11. Supervise the administration of all departments, divisions,
and offices placed within his purview by this Code or as the Council may
from time to time direct.
6- 104.12. Such supervision shall include the making of ministerial
decisions affecting such departments, recommending procedures to the
Council for adoption, and making recommendations to the Council regarding
the employment and /ordismissal of personnel.
6- 104.13. The Village Council shall make all final determinations in
regard to the employment or dismissal of Village employees.
6- 104.14. Develop and issue all administrative rules, regulations,
and procedures necessary to insure the proper functioning of all departments
within his purview. Such rules, regulations, and procedures shall be

consistent with i\,fj.innesota statutes, Village ordinances, and Council policy.
Said rules, regulations, and procedures shall be effective upon issuance
and shall continue to be in effect until recinded by the Administrator or ':);r
express action of the Council.
6- 104.15. Supervise the management and operation of the Administrative
Office.
6- 104.20. Budqet Submission. The Administrator shall submit to the
Council, sixty (60) days prior to call by the County Auditor, a single
consolidated budget document which shall include statements relating to
protected revenue and proposed sources, and all proposed expenditures to
be made and obligations to be incurred, by the Village in the forthcoming
fiscal year.
6- 104 -30. Personnel Officer. The Administrator shall be Personnel
Officer for the Village and shall be responsible for the implementation of
Village personnel policy, and shall perform those duties, as set out in
Chapter 17 of the Village Ordinances.
6- 104.40. Council Advisor. The Administrator shall advise the
Council on all matters pertaining to or affecting the operation of the Village
government and /or the Village proper.
6- 104.50. Enforcement of Laws. The Administrator shall be
responsible for the enforcement of all laws and ordinances within the Village,
and whenever necessary shall make reconimendations for changes or additions
to existing ordinances.
6- 104.60. Responsibility to Council. The Administrator shall be
directly responsible to the Council for the faithful and satisfactory performance
of his duties. He shall perform such additional duties, and attend such
meetings of the Council or committees thereof as the Council may direct.
6-104.70. Representatives of Village. The Administrator shall
represent the Village at all official or semi - official functions as may be
directed by the council.
Section 6 -105. DUTIES OF DEPUTY AW r NISTRATOR
6- 105.10. Duties. The Deputy Administrator shall, in the absence
of the Administrator, perform all duties normally performed by the Administrator
as set out in Section 104 of this Code.
6- 105.20. Atmointment. The Council shall appoint by resolution a
Deputy Administrator for such term as it may deem necessary for the best
Interest of the Village.

Section 6 -106. FUNCTIONS OF THE DEPARTMENT OF FINANCE.
6 -I06. 10. anr..ial Rercr Accounts. The Department of
f Finance shall maintain all Village accounts and develop all reports required

by law or requested by the Administrator, and shall maintain and
store the Official Village Records of all revenue collections, disbursements,
and deposits.
6- 106.20. Accountings Methods. All books and records shall be
maintained in accordance with generally accepted accounting principles
as set forth by the rational Committee on Governmental Accounting, and
in accordance with classifications prescribed by the State Public Examiner's
Office wherever practicable.
Section 6 -107. DUTIES AND RESPONSIBILITIES OF THE DIRECTOR OF FINANCE.
6- 107.10. Responsible to Administrator. The Director of Finance
shall be responsible to, and under the supervision of, the Village Administrator
for the management and administration of the Department of Finance.
6- 107.20. Financial Advisor. The Director shall be financial advisor
to the Administrator, and shall assist the Administrator in the preparation
and presentation of the annual budget.
6- 107.30. Financial Procedures. The Director shall be responsible for
the application of approved financial and accounting procedures and methods
employed within the Department, and shall recommend accounting procedures
to be adopted by all administrative departments.
6- 107.40. Reports. The Director shall prepare, or supervise the
preparation of all reports requested of hi-an by the Administrator, or that are
required by law.
6- 107.50. Investment Committee Membership. The Director of
Finance shall be a member of the Village Investment Committee and shall
perform those duties as set out in Chapter 10 of the Village Ordinances.
6- 107.60, Additional Duties. The Director shall perform any
additional duties that may be assigned from time to time by the Administrator.
Section 6 -108. ORGANIZATION AND FUNCTIONS OF THE DEPARTMENT OF
PUBLIC WORKS.
6- 108.10. Organization. The Department of Public Works shall be
composed of a Director of Public Works and the following Divisions and
Division Heads;
Engineering Division .................. Village Engineer
Street Division ....................... Street Superintendent
Public Utilities Division .............. Public Utilities Sup't
6- 108.20. General. The primary function of the Department of Public
Works shall be the planning, coordination, and supervision of all public
works projects, and maintenance and operation of existing public works
facilities, within the Village.
6- 108.30. Enctineeririct Division. The Engineering Division shall
be responsible for the planning and design of new public works facilities
within the Village.
• 6- 108.40. Street Division. The Street Division shall be responsible
for the maintenance of the Village Street System, and for the maintenance of
all Village vehicles and construction and maintenance equipment.
6- 108 -50. Public Utilities Division. The Public Utilities Division
shall be responsible for the maintenance and operation of the sewer and
water facilities of the Village as provided in Chapter Four (4) of the Village
Ordinances.
6- 108.60. Reports and Records. The Department of Public Works
shall prepare such reports as may be requested by the Administrator and
shall maintain the Special Assessment record in accordance with procedures
recommended by the Director of Finance.
Section 6 -109, DUTIES AND RESPONSIBILITIES OF THE DIRECTOR OF PUBLIC
WORKS AND DIVISION HEADS.
6 -109 010. Responsibility to Administrator. The Director of Public
orks shall be responsible to, and under the supervision of the Administrator
for the management and operation of the Department of Public Works.
• 6- 109.20. Engineerino Advisor. The Director shall be the engineering
advisor to the Administrator, and shall advise the Administrator on all matters
pertaining to public works. He shall advise and assist the Administrator in
preparation of the Public Works portion of the annual budget.
6- 109.30. Representative. The Director shall attend meetings,
represent the Village at official or semi - official functions, as may be
assigned or directed by the Administrator.
6- 109.40. Additional Duties. The Director shall perform any additional
duties that may be assigned from time to time by the Administrator.
6- 109.50. Division Heads. The Village Engineer, the Street
Superintendent and the Public Utilities Superintendent, shall be under
the supervision of, and responsible to, the Director of Public Works, and
shall perform such tasks as the Director may from time to time assign.
Section 6 -110. FUNCTION OF POLICE DEPARTMENT. The Police Department
shall be responsible for the enforcement of all laws of the State of IMinnesota
and ordinances within the Village.
Section 6 -111. DUTIES AND RESPONSIBILITIES OF THE CHIEF OF POLICE.
6-111.10. Responsible to Administrator. The Chief of Police shall be
responsible to the Administrator for the enforcement of all laws and ordinances
In the Village, and for the administration and management of the Police
Department, and shall be under the supervision of the Administrator.

6- 111.20. Personnel. The Chief of Police shall be responsible for
the training of police personnel. He shall directly supervise and be responsible
for the operations of the department.
6- 111.30. Budget. The Chief shall assist the Administrator in the
preparation of the Police Department budget.
6- 111.40. Additional Duties. The Chief of Police shall perform any
additional duties that may be assigned from time to time by the Administrator.

Department of Protective inspection shall be responsible for the enforcement
of all laws and ordinances regulating the construction and /or alteration
of structures and facilities within the Village, and those regulations pertaining
to land usage within the Village in accordance with Chapter 3 of the Village
ordinances.
Section 6 -113. DUTIES AND RESPONSIBILITIES OF THE CHIEF INSPECTOR.
6- 113.10. Duties . The Chief Inspector shall be responsible to, and
under the supervision of the Administrator for the administration, supervision,
and operation of the Department of Protective Inspection.
6- 113.20. Additional Duties. The Chief Inspector shall perform any
additional duties that may be assigned from time to time by the Administrator.
Section 6 -114. FUNCTIONS OF THE PARIS AND RECREATION DEPARTMENT.
6- 114.10. The Department of Parks and Recreation shall supervise
the acquisition and development, and provide for the maintenance of, all
public park property within the Village, anc shall develop and implement
a public recreation program, in accordance with the provisions of Chapt -=
13 of the Village Ordinances.
Section 6 -115. ORGANIZATION AND DUTIES OF THE FIRE DEPARTIWENT.
6- 115.10. Organization. The Organization, duties, and administration
of the Fire Department shall be as set out in Chapter Five of the Village
Ordinances.
6- 115.20. Duties. The duties of all officers shall be as set out in
ordinance and the by -lags of the Brooklyn Center Fire Department.
Section 6 -116. 1\/ UNICIPAL LIQUOR FACILITY.
6- 116.10. Function. The Function of the Municipal Liquor Facility
shall be as set out in Chapter 11 of the Village Ordinances.
6-116.20. Iles pons ibility . The Liquor Store Manager shall be
responsible to, and under the supervision of, the Administrator for the
management and operation of the municipal liquor operation. He shall be
responsible for the supervision and training of liquor store personnel.

6- 116.30. Advisor. The Manager shall advise the Administrator
in regard to the operation of the municipal liquor operation, and recommend
policy in regard to such operations.
6- 116.40. Additional Duties. The tblanager shall perform any
additional duties that may be assigned from time to time by the Administrator.
Section 6 -117. ADIN41N'ISTRATIVE POLICY
6- 117.10. General Duties of Officers. Each officer listed in
Section 6- 102.10 of this Code shall perform all duties required of his dffice
by State law, Village ordinances, and resolutions of the Village Council.

Section 2. Said "Administrative Code" of the Village of Brooklyn Center
shall be in full force and effect from and after its publication.
