HomeMy WebLinkAbout1961-09 07-24 CCO Member Carl Carlson introduced the following ordinance and C� moved its adoption: CHAPTER 3 - BUILDING ORDINANCES - AN ORDINANCE RELATING TO SPECIFICATIONS FOR THE CONSTRUCTION OP BUILDINGS IN THE VILLAGE OF BROOKLYN CENTER AM VARIANCES THEREFROM AND AMENDING CHAPTER 3 OF THE ORDINANCES OF THE VILLAGE OF BROOKLYN CENTER THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN CEN'T'ER, MINNESOTA, DOES ORDAIN: Section 1. Chapter 3 of the Village Ordinance is hereby ame by repealing.Sections 3 -301 and 3 -302 and substituting new Sections 3 -301 and 3 -302, said sections to read as follows: Section 3 -301. SPECIFICATIONS. The provisions of the "Uniform Building Code ", 1961 Edition, published by the International Conference of Building Officials, three (3) copies of which are on file in the office of the Village Clerk of the Village of Brooklyn Center are hereby adopted as the Building Code of the Village of Brooklyn Center and are hereby incorporated in and made a part of Chapter 3 of the Village Ordinances as completely as if set out here in full. All construction in the Village of Brooklyn Center shall be in accordance with the provisions of said Building Code and with any other provisions of this ordinance. Any section, or part, of said Uniform Building Code which is in conflict with any Statute of the State of Minnesota or ordinance of the Village of Brooklyn Center shall be invalid. Section 3 -302. VARIANCES. Variances from the Uniform Building Code adopted in Section 3 -301 are as follows: 1. MAXIMUM SPAN OF FLOOR JOISTS. The maximum allowable span of floor ,foists shall be those determined from Table No. 25 -P, Chapter 25, deleting therefrom Column 2 in each of the groups 1 through 4. 2. EXTERIOR WALL SHEATHING. Type V buildings which are one or more stories in height shall have all exterior walls covered with solid sheathing. Sheathing shall be one or more of the following materials: Wood boards not less than 1" nominal thickness Plywood not less than 5/8" thickness complying with Uniform Building Code Standard 25 -11 -61 Fibreboard not less than 25/32` thickness complying with Uniform Building Code Standard 22 -1 -61 Gypsum sheathing shall not be used 3. Plywood Roof Sheathing. Plywood having a minimum thickness of 1/2 inch may be used. Adequate blocking or edge supports shall be used when the span exceeds 16 inches O.C. for 1/2 inch plywood, 24 inches O.C. for 5/8 inch plywood and 32 inches 0 .C. for 3/4 inch plywood. Bfficiency Apartments 400 square feet One-bedroom Apartments 600 square feet Tao-bedroom Apartments 720 square feet More than Two Bedroom Apartments An additional, 12D square feet for each additional bedroom The minimum areas specified above for multiple unit buildings shall not include areas occupied by stairs, hallways, entry ways, and utility rooms. Closet space in excess of 15% of the above minimum floor areas shall not be included. No multiple unit dwelling shall have efficiency units in excess of 20% of the total number of units in said building. 5• Exits. Buildings classified in Group I occupancy shall have not less than two exits located in remote parts of the building and leading directly to a street, alley, court, or yard. Stairs' shall be wholly enclosed and shall together with the exit door comply g �P Y with the requirements of Chapter 33 of the Uniform Building Code. 6. Accessory Buildings. Private garages, sheds, and agricultural bus dings or other detached accessory buildings per- mitted upon a n residential lot but not to be used for h occupancy P omen pea Y shall conform to the following specifications: Foundation. The builds shall be constructed upon a � P floating slab or other a roved foundation on soil free of organic PP g material within the construction limits. The slab, when used shall ll 11 be poured in a monolithic manner with a minimum thickness of 4 in- creasing to 8" for a 6" width around the perimeter. Concrete having a 28-day strength of 3000 lbs. per square inch shall be used. If the slab rests on fill, it shall be reinforced with 6" X 6" #10-#10 wire mesh, lapped 6" at splices and bent down into the edge of the slab at least 6". Bottom Plate. The bottom plate shall consist of not less than one 2 X70 ;nC Oh red by 3/8" X 8" bolts with washer and nut and spaced not more than 6 feet on centers and not more than 12" from each corner on all sides of the building. Studs. The wall studs shall be not less than 2" X 4" boards spaced 16" O.C. Top Plate. The top plate shall consist of not less than two 2" X 4" boards lapped at corners and overlapped at splices not less than 32". 4. Minimum Floor Areas for Dwelling Units a. Single and Two-Family Dwel 1ngs. The minimum first floor area for single and two-family dwellings shall be as follows: Number of bedrooms per unit Minimum first floor area 3 or less 1,020 square feet 4 or more 2,152 square feet b. Apartments: Living 8 units in buildings containing th re e or more units shall have the following minimum floor areas per unit: Wall Sheathing. The walks shall be sheated with any of the materials permitted in Section 3-302, Subsection 2, of this ordinance. If wood board sheathing is used, corner bracing of minimum size 1" X 4" shall be let into the studs and plates. Headers. The headers over doors shall be of the following sizes; For Door Openings Headers Not- over 81 Two X b" Not over 10' Two 2" X 10" Not over 12' Two 2" X 12" For openings greater than 12 feet, the header is to be designed to carry the vertical and lateral forces acting thereon. Rafters. Rafters are to have a minimum size of 2" X 411. When the unsupported span does not exceed 8 feet, it is to be pro- vided with rafter ties spaced not more than 4' O.C. For unsupported spans not exceeding 141, collar ties of a minimum size of 2" X 4" shall be provided at a spacing of not more than 4' O.C. and for un- supported spans of not more than 201, collar tied of a minimum _ size of 2" X 6" spaced not more than 4* O.C. shall be provided. For unsupported spans in excess of 201, a properly designed truss capable of supporting the dead, snowo and wind loads on the -roof shall be used. Roof Sheathing. Roof sheathing shall consist of 1" nominal thickness boards of 1/2 inch minimum thickness plywood applied perpendicular to the framing members. Shingles. Either wood shingles or composition shingles or other roofing material complying with and applied as specified in Sections 1704 and 3203 of the Uniform Building Code as adoped in Section 3-301 of this ordinance shall be used. Exterior Wall Covering. The exterior wall covering shall be of a type complying with and applied according to Section 2507-2 of the Uniform Building Code. Section 2.
