1. CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority (HRA) met in special session and was
called to order by Chair Myrna Kragness at 7:04 p.m.
2. ROLL CALL
Chair Myrna Kragness, Commissioners Kay Lasman, Ed Nelson, Bob Peppe, and Tim Ricker. Also
present: Executive Director Michael J. McCauley, Assistant City Manager Jane Chambers, Public
Works Director Diane Spector, City Attorney Charlie LeFevere, and Deputy City Clerk Maria
Rosenbaum.
3. APPROVAL OF AGENDA AND CONSENT AGENDA
A motion by Commissioner Lasman, seconded by Commissioner Nelson to approve the agenda and
consent agenda. Motion passed unanimously.
3a. APPROVAL OF MINUTES
A motion by Commissioner Lasman, seconded by Commissioner Nelson to approve the minutes
from the special session on June 25, 2001. Motion passed unanimously.

Executive Director Michael McCauley discussed these resolutions would approve establishing the
HRA preliminary tax levy and budget for the year 2002.
RESOLUTION NO. 2001-02
Commissioner Lasman introduced the following resolution and moved its adoption:
RESOLUTION ESTABLISHING A PRELIMINARY TAX CAPACITY LEVY FOR THE
PURPOSE OF DEFRAYING THE COST OF OPERATION, PROVIDING INFORMATIONAL
SERVICES AND RELOCATION ASSISTANCE PURSUANT TO THE PROVISIONS OF
MINNESOTA STATUTES CHAPTER 469 FOR THE CITY OF BROOKLYN CENTER
HOUSING AND REDEVELOPMENT AUTHORITY FOR FISCAL YEAR 2002
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Ricker.
Motion passed unanimously.
RESOLUTION NO. 2001-03
Commissioner Lasman introduced the following resolution and moved its adoption:
RESOLUTION APPROVING THE PRELIMINARY BUDGET FOR THE CITY OF BROOKLYN
CENTER HOUSING AND REDEVELOPMENT AUTHORITY PURSUANT TO MINNESOTA
STATUTES CHAPTER 469
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Ricker.
Motion passed unanimously.

RE: HRA Resolutions — Property Tax Levy and Budget Adoption
At its September 10, 2001 meeting, the Housing and Redevelopment Authority (HRA)
adopted a preliminary tax levy and preliminary budget for fiscal year 2002. During
October and November through a process of review and comment at several work
sessions with Council and Financial Commission, budgets and levies have been finalized.
Resolutions, for Council consideration, are attached and reflect the determination of the
Council and Financial Commission.
The first resolution sets the property tax levy for 2002 by the HRA on all taxable property
in the City. Authority for this tax levy is provided in Minnesota Statute Chapter 469. At
• the September meeting, and, based on the tax capacity data available at that time, the
preliminary tax levy was set at $214,426. Following several tax court settlements that
resulted in a reduction to the market rate of several larger commercial properties in the
City, the market rate levy was reduced to $197,313. As the market value decreased so
did the tax capacity value over which the levy is spread. This reduces the amount
available to the HRA from this levy.
The second resolution is the recommended budget for the HRA for 2002.

WHEREAS, Minnesota Statutes require that the final property tax levy be
provided to the Hennepin County Auditor no later than December 28, 2001, for taxes payable in
calendar year 2002.
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment
Authority of the City of Brooklyn Center, Minnesota that a special tax is hereby levied on all
taxable real and personal property within the City of Brooklyn Center at the rate of 0.0144% of
the total tax capacity value of real and personal property situated within the corporate limits of
the City of Brooklyn Center that is not exempted by law.
BE IT FURTHER RESOLVED that the property tax levied under this resolution
• be used for the operations and activities of the Housing and Redevelopment Authority of the City
of Brooklyn Center pursuant to Minnesota Statutes Chapter 469.

WHEREAS, the Housing and Redevelopment Authority of City of Brooklyn
Center has considered the final budget for Fiscal Year 2002.
NOW, THEREFORE, BE IT RESOLVED by the Housing and Development
Authority of the City of Brooklyn Center, Minnesota that appropriations for the Housing and
Redevelopment Authority are hereby adopted as follows:
