HomeMy WebLinkAbout1992 01-08 HRRMMINUTES OF THE PROCEEDINGS OF THE HUMAN RIGHTS AND RESOURCES COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JANUARY 8, 1992 CITY HALL CALL TO ORDER The Brooklyn Center human rights and resources commission met in regular session and was called to order by Chairperson Stoderl at 7:35 p.m. ROLL CALL Chairperson Stoderl, Commissioners Eckman, Windsor, Carmody, Larsen and Eoloff. Also present were City Councilmember Dave Rosene, and Recording Secretary Geralyn Barone. APPROVAL OF MINUTES - DECEMBER 11. 1991 There was a motion by Eckman and seconded by Carmody to approve the minutes of the December 11, 1991, meeting, as submitted. The motion passed. EVALUATION PROCESS FOR CONTRIBUTION REQUESTS FROM NONPROFIT HUMAN SERVICE PROGRAMS AND/OR AGENCIES Commissioner Carmody said nothing official was decided by the 40 commission at its last meeting regarding the evaluation process. However, the commissioners agreed they wished to clarify the application form to better match the information judged in the evaluation form. Chairperson Stoderl suggested the commission start by reviewing the application form. There was discussion regarding the timing of the application deadline as it relates to the budget process. There was a motion by commissioner Carmody and seconded by commissioner Larsen to change the deadline for consideration of applications from May 1 to June 1 for the following fiscal year applications. The motion passed. The commissioners discussed how they should proceed in reviewing and making changes to the application and evaluation forms. Councilmember Rosene said one way to reconcile the two forms is to create a worksheet with blanks that could be filled in during the evaluation process. Chairperson Stoderl said the format of the application should match the format of the evaluation form. Commissioner Larsen suggested that all items on the evaluation form be worth ten points to reduce the confusion in the scoring process. Commissioner Carmody suggested for the next evaluation process all applicants should come to the same meeting and presentations .Woo 1-8-92 -1- should be made in the city council chambers. Doing so would be conducive to making the process more fair for everyone. Chairperson Stoderl pointed out the impgrtance of the role of the commission in judging the needs of the City as related to the programs being evaluated. The Recording Secretary reviewed the outcome of a meeting between City staff and representatives of Brooklyn Peacemaker Center and North Hennepin Mediation Project. It was resolved that all noncriminal disputes which come to the attention of the City will be referred to NHMP, and criminal juvenile cases will be referred to BPC. The commissioners proceeded to individually compare the evaluation form to the application form, and then a discussion ensued regarding matching the application form to the evaluation form. Following is a list of the application form questions matched with specific items on the evaluation form. APPLICATION EVALUATION QUESTION FORM ITEM COMMENTS 1. D The program quality section of the evaluation form should be moved to the beginning of the evaluation form. 2. C-1 Consider changing the question to "What would be the consequences to your agency of not receiving the requested City contribution?" 3. C-2, A-1 Add the following column headings: Source, Secured or Anticipated, Amount 4. B-3, B-2 Break question into subgroups and letter a., b., and c. 5. B-3 Delete the word "residents" completely. 6. B-1 7. B-1 8. B and D 9. D-1 10. D-2 0 1-8-92 -2- 11. D Possibly consider adding another item to D regarding what part the use of volunteers play in the organization and how volunteers impact the budget. 12. A Change question to: "Describe use and estimate value of in-kind contributions. 13. D Look at changing title of the D category to either "program description" or "program overview". 14. D 15. A-1 16. A-1 Possibly combine questions 12 and 16. Chairperson Stoderl commented that the information requested on the last page of the application is useful for the evaluation process. The Recording Secretary said she will revise and reorder the questions, as noted. Chairperson Stoderl said at the next meeting the commission can rework questions on the application and rework the evaluation form, looking for balance on the evaluation form. COMMISSION PLAN OF ACTION RELATED TO CHILDREN'S ISSUES There was a motion by Larsen and seconded by Carmody to defer this item to the February 12, 1992, meeting agenda. The motion passed. Councilmember Rosene said the commissioners may want to get literature on children's issues to have available for discussion of this item. The Recording Secretary said she can obtain an update on the status of Success By Six activities. Chairperson Stoderl said she would like to discuss this more at the next meeting, particularly to get a background of what the commission is doing related to this item. OTHER BUSINESS Commissioner Carmody said she would like to see the commission discuss the issue of transportation and find out more about what the Mayor is interested in having the commission do related to this issue. She expressed concern about the timing necessary for the City to withdraw from the Five Cities Senior Transportation program. The Recording Secretary said she would add the issue of transportation to the next meeting agenda. Commissioner Eoloff said she will becoming more involved in the 1-8-92 -3- Minnesota League of Human Rights Commissions, as her term begins the first of this year. She requested that she have five minutes of each commission meeting to update members on the activities of the league. She added there are issues regarding human rights that she feels this commission should discuss. The Recording Secretary said this item will be added as an ongoing agenda item. Chairperson Stoderl reviewed three pieces of correspondence that she received, including a letter from North Hennepin Mediation Project, a letter from Police Chief Jim Lindsay, and a ten month report from North Hennepin Mediation Project. ADJOURNMENT There was a motion by commissioner Eckman and seconded by Commissioner Windsor to adjourn the meeting. The motion passed.
