COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
DECEMBER 11, 1991

CALL TO ORDER
The Brooklyn Center human rights and resources commission met in
regular session and was called to order by commissioner Eckman at
7:41 p.m.
ROLL CALL
Commissioners Eckman, Windsor, Achtelik, and Carmody. Also
present were City Councilmember Dave Rosene and Recording
Secretary Geralyn Barone.
APPROVAL OF MINUTES - OCTOBER 9. 1991 AND OCTOBER 15. 1991
There was a motion by Carmody and seconded by Windsor to approve
the minutes of the October 9, 1991, and October 15, 1991, meetings
as submitted. The motion passed.
EVALUATION PROCESS FOR CONTRIBUTION REOUESTS FROM NONPROFIT HUMAN
SERVICE PROGRAMS AND/OR AGENCIES
The Recording Secretary said the City Council approved the human
rights and resources commission's recommendations regarding
funding for 1992 human services programs. Councilmember Rosene
noted the City Council is now interested in having the park and
recreation commission develop a similar evaluation process used by
the human rights and resources commission to evaluate athletic
funding requests. There was discussion regarding the 1992 budget
approval process.
The commission proceeded to review and discuss the evaluation form
used for reviewing contribution requests from nonprofit agencies.
There was discussion on ways to improve the form to make its use
more consistent by all commissioners. Commissioner Carmody
suggested the commission spend more time during the review process
to discuss each item on the evaluation form before averaging the
scores of all commissioners. The items on the evaluation form
that need further discussion include items 4 through 7 and 14.
The commissioners decided to postpone further discussion and
changes of the form until its January, 1992 meeting.
Commissioners are requested to bring their filled out applications
from the 1991 evaluation process for discussion in January on the
types of answers given and the types of answers desired by the
commission.

There was a motion by Commissioner Carmody and seconded by
commissioner Achtelik to adjourn the meeting. The motion passed.
The Brooklyn Center human rights and resources commission
adjourned at 9:30 p.m.
