HomeMy WebLinkAbout1991 10-15 HRRMMINUTES OF THE PROCEEDINGS OF THE HUMAN RIGHTS AND RESOURCES COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION OCTOBER 15, 1991 CITY HALL CALL TO ORDER The Brooklyn Center human rights and resources commission met in special session and was called to order by Commissioner Eckman at 5:43 p.m. ROLL CALL Commissioners Eckman, Carmody, Eoloff, Achtelik, Larsen and Windsor. Chairperson Stoderl arrived at 6:05 p.m. Also present were City Council Liaison Dave Rosene and Recording Secretary Geralyn Barone. Guests included Dean Nyquist and Catherine Martignacco of Brooklyn Peacemaker Center. DISCUSSION WITH BROOKLYN PEACEMAKER CENTER (BPC) The commissioners requested information on the types of cases referred to BPC, qualifications of BPC's staff, and specific activities of BPC. Nyquist and Martignacco responded to these inquiries and reviewed activities of BPC. With no further questions from the commission, Nyquist and Martignacco left the meeting. EVALUATION PROCESS FOR CONTRIBUTION REOUESTS The commissioners proceeded to report their rankings of each of the agencies/programs requesting funding from the City. Commissioner Larsen noted for transportation, a small target group is being funded. With regard to NHMP, she feels there should be some support for it and feels one program should not be totally eliminated from the City's budget and another one doubled in funding. Chairperson Stoderl suggested the city council should be reminded about the work the commission conducted regarding transportation. Commissioner Eckman feels the existing transportation program is too specific to seniors and feels the money could be better spent on other transportation programs. There was a motion by commissioner Larsen and seconded by commissioner Windsor to affirm the human rights and resources commission's average rankings (with a total of 100 points possible) for the requesting programs as follows: Northwest Hennepin Human Services Council 89.84 North Hennepin Mediation Project 88.01 Brooklyn Peacemaker Center 76.44 Five cities senior Transportation Program 75.73 • 10-15-91 -1- The Commission recommends full funding as requested by these programs; and if reductions are to be made in the requested amounts, the commission recommends at least some funding for NHMP and a reduction in the requested amount from BPC. The motion passed. ADJOURNMENT There was a motion by Commissioner Eckman and seconded by commissioner Larsen to adjourn the meeting. The motion passed.
