COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
OCTOBER 10, 1990

CALL TO ORDER
The Brooklyn Center human rights and resources commission met in
regular session and was called to order by Commissioner Sullivan
at 7:42 p.m.
ROLL CALL
Commissioners Sullivan, Larsen, Smith, and Carmody. Also present
were City Council Liaison Todd Paulson and Recording Secretary
Geralyn Barone.
Commissioner Eckman was excused from this evening's meeting..
Chairperson Stoderl was absent from the meeting.
APPROVAL OF MINUTES - SEPTEMBER 12. 1990
There was a motion by Larsen and seconded by Carmody to approve
the minutes of the September 12, 1990, human rights and resources
commission meeting as submitted. The motion passed.
TRANSPORTATION PROPOSAL FOR BROOKLYN CENTER - STATUS REPORT
The recording secretary noted that she and Councilmember Paulson
will be meeting with representatives of the Regional Transit Board
to discuss the City of Brooklyn Center's grant application for a
dial-a-ride program. Councilmember Paulson noted he attended the
RTB Conference today. He said Mayor Nyquist will be arranging a
meeting with some area business representatives to determine
transportation needs of these businesses. He added the City
Council approved the human rights and resources commission's
recommendation to proceed with preparing a grant application for
the dial-a-ride program.
EVALUATION OF APPLICATIONS FOR CONTRIBUTIONS TO NONPROFIT HUMAN
SERVICE PROGRAMS _AND/OR AGEt4CIES
The commissioners reviewed the application for contributions
submitted by North Hennepin Mediation Project (NHMP), and
proceeded to complete the evaluation form for NHMP. The
commissioners questioned whether or not more referrals could be
made from the police department to the mediation program. Members
suggested that other mediation programs are available in the area,
so there may be a slight overlap of services. The commission
agreed that if the City of Brooklyn Center did not contribute to
NHMP, there would be a hardship placed on the organization;
however, it probably would survive. With regard to alternative
sources of funding, the commission agreed there are limited
sources. If the City does not contribute, there do not appear to

be many other sources available for NHMP to generate funding.
Because NHMP is a local organization, the commission felt it would
be difficult to get a great deal of funding from businesses. The
commissioners questioned the hourly rate for calculating the
volunteer worth, and the recording secretary said she would try to
obtain more information regarding this. The commission also asked
what the relationship of the Family Conflict Resolution Center is
to NHMP and the Peacemaker Center. More information will be
obtained regarding this.
The commission proceeded to review the evaluation form for
contribution requests for the Peacemaker Center. The commission
agreed that there may be limited overlap of services in this area
similar to those provided by Peacemaker Center, but agreed that
some aspects are definitely not duplicated anywhere else. The
commissioners noted the budget request for the Peacemaker Center
is the same as NHMP, although the Peacemaker Center budget is
lower than that of the mediation program. As with NHMP, the
commissioners agreed that there are limited sources of funding
available to the Peacemaker Center, and because it is a local
organization, it is difficult to generate a great deal of funding.
The commissioners expressed concern that the budget for Peacemaker
Center appears to have a heavy emphasis on administration, and
they would like more information regarding the use of volunteers.
There was some discussion regarding the caseload report of the
Peacemaker Center from June 27, 1990, through August 10, 1990.
The commission asked for clarification with regard to the cases
returned to the police department and other activity identified in
the report. The commissioners noted the Peacemaker budget. is
increasing from $8,000 in 1990 to $33,000 in 1991, and asked for
more details on how the Peacemaker Center expects to raise the
additional funds. The Peacemaker Center application identified
sources of funding, but the commissioners would like it determined
whether or not this funding is secured or anticipated. The
recording secretary will prepare information responding to these
questions to be presented at the next commission meeting.
ADJOURNMENT
There was a motion by Commissioner Carmody and seconded by
Commissioner Larsen to adjourn the meeting. The motion passed.
The Brooklyn Center human rights and resources commission
adjourned at 9:28 p.m.
