COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
APRIL 19, 1989

CALL TO ORDER
The Brooklyn Center Human Rights and Resources commission met in
regular session and was called to order by Chairperson Stoderl at
7:30 p.m.
ROLL CALL
Chairperson Stoderl, Commissioners Eckman, Larsen, Sullivan,
Seburg, and Heitzig. Also present were council liaison Todd
Paulson and Recording Secretary Tom Bublitz.
Cindy Mayer, representing the Regional Transit Board, was present
at the meeting as an invited guest of the commission.
APPROVAL OF MINUTES - MARCH 8. 1989
There was a motion by Commissioner Eckman and seconded by
Commissioner Sullivan to approve the March 8, 1989, minutes as
submitted. The motion passed.
CONSIDERATION OF TRANSPORTATION SYSTEM PROPOSAL FOR BROOKLYN
CENTER
Chairperson Stoderl welcomed Cindy Mayer, representing the
Regional Transit Board. Ms. Mayer explained the Regional Transit
Board was originally to "sunset" by July of this year. She
explained the Regional Transit Board will likely stay in place
and may be the lead agency addressing light rail transit in the
metropolitan area.
Chairperson Stoderl explained that she would like to submit, a
transportation proposal to the city council but did not want the
commission to spend a great deal of time developing a program if
the Council is not interested in pursuing a transportation
program or funding for a program.
Ms. Mayer suggested the possibility of completing a grant
proposal to the Regional Transit Board prior to going to the city
council with a program.
Chairperson Stoderl reviewed the City's involvement in the Five
Cities Transportation Program including a review of the ridership
information on the program. She summarized the commission's
present position, noting that the commission has viewed the
Hopkin's Hop-A-Ride program and the Columbia Heights
transportation program as very effective models for local transit
programs.

Ms. Mayer commented that in general para-transit programs average
about $20 per hour in costs. She also explained in considering
funding of new programs, the Regional Transit Board examines the
elements of cooperation and coordination among existing transit
providers. She suggested that in developing a program for
Brooklyn Center rides should start and/or end in Brooklyn Center,
and if someone is picked up for a ride outside the city they
should live in Brooklyn Center. She added that perhaps the
commission could look at combining the use of volunteers with a
taxi type service similar to the Hopkin's program.
Chairperson Stoderl stated she believes the commission should
report to the council on the present plans which the commission
is considering. She suggested preparing a summary report to the
city council seeking a directive from the council regarding
development of a transportation program for the city. Ms. Mayer
suggested that the commission could possibly use the management
plan in the Regional Transit Board grant application as a format
for preparing a report to the city council.
Chairperson Stoderl suggested that the commission should report
to the council, obtain direction from the city council, and then
consider the Regional Transit Board grant application.
There was a consensus among commission members to prepare a
status report to the council which would address the commission's
present plans and proposals for developing a transportation
program for the city of Brooklyn Center.
The commission also directed the staff to send the past minutes
of the commission meetings to Cindy Mayer to allow her to become
more familiar with the commission's past discussions on
development of a transportation program.
Cindy Mayer commented that in the past the city staff may have
had contact with Katy Turnbull at the Regional Transit Board and
pointed out Ms. Turnbull is leaving the Regional Transit Board
and any additional information should be sent to Cindy Mayer.
OTHER BUSINESS
Commissioner Sullivan, along with the other commission members,
expressed their appreciation for the volunteer recognition dinner
sponsored by the city during the past week and indicated that it
was a very pleasant evening.
The commission also expressed their appreciation to Tom Bublitz
for his assistance over the past few months.
Chairperson -Stoderl briefly reviewed the document titled
"Blueprint for Local Action." She requested the staff to
determine what action, if any, is required by the commission

concerning the blueprint for local action.
ADJOURNMENT
There was a motion by Commissioner Sullivan and seconded by
Commissioner Larsen to adjourn the meeting. The motion passed.

adjourned at 8:50 p.m.

Our regularly scheduled Human Rights and Resources Commission
meeting for April 12, 1989, is scheduled on the same day as the
volunteer recognition dinner. I have scheduled the Human Rights
and Resources Commission meeting for the following week on
April 19, 1989. Please contact either myself or Sharon Knutson
if you cannot attend the meeting on the 19th.
