HomeMy WebLinkAbout1988 02-10 HRRMMINUTES OF THE PROCEEDINGS OF THE HUMAN RIGHTS AND RESOURCES COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION FEBRUARY 10, 1988 CITY HALL CALL TO ORDER The Brooklyn Center Human Rights and Resources commission met in regular session and was called to order by Commissioner Stoderl at 7:29 p.m. ROLL CALL Commissioners Stoderl, Sullivan, McCumber, and Larsen. Also present were Recording Secretary Geralyn Barone and Councilmember Lhotka. Commissioners Eckman and Kuhar were excused from this evening's meeting and Commissioner Seburg was absent from the meeting. APPROVAL OF MINUTES - NOVEMBER 18. 1987 There was a motion by Commissioner Sullivan and seconded by Commissioner McCumber to approve the minutes of the November 18, 1987, meeting as submitted. The motion passed. APPROVAL OF MINUTES - JANUARY 13, 1988 There was a motion by commissioner Larsen and seconded by commissioner Mccumber to approve the minutes of the January 13, 1988, meeting as submitted. The motion passed. SINGLE PARENT FAMILIES CDBG FUNDS The recording secretary reviewed her memorandum to the commission dated February 1, 1988, regarding City use of Community Development Block Grant (CDBG) funds. Councilmember Lhotka pointed out the City cannot rely on the use of CDBG money because it could suddenly disappear. If the commission recommends the money be used for some activity and next year the money is not there, the City would be forced to look for the money elsewhere. Commissioner Larsen requested more information on who is eligible for day care grants and how much money they can get. Commissioner Stoderl suggested prioritizing all the single parent family components first and then if day care is a priority, more information can be obtained on using CDBG money for it. HOPKIN'S HOP-A-RIDE TRANSPORTATION PROGRAM The commission reviewed information about the Hopkin's Hop-A-Ride paratransit system. They agreed to delay further discussion until priorities have been set. 0 2-10-88 -1- PRIORITIZATION OF COMPONENTS Commissioners proceeded to discuss how they individually prioritized the components of the single parent family issue. The following overall priorities are as follows: 1. Housing. 2. Day Care. 3. Teen Pregnancy. 4. Transportation. 5. Health Care. 6. Food/Clothing. 7. Coordination of Services. Commissioner Stoderl said housing should be addressed by the Housing Commission. She suggested the Human Rights and Resources Commission may be in a good position to work on the transportation component and further develop a recommendation on it. There was a motion by Commissioner Stoderl and seconded by Commissioner McCumber to accept the priorities of the single parent family issue components as listed above and to direct the recording secretary to prepare a report to the city council including the priority list and the recommendation that the Housing Commission work on the housing issue, transportation be further reviewed by the Human Rights and Resources Commission, and the other components be attended to by other jurisdictions with encouragement from the City. The motion passed. The commissioners suggested someone from the Hopkin's Hop-A-Ride program attend the next commission meeting to provide additional information on it. ADJOURNMENT There was a motion by Commissioner Sullivan and seconded by commissioner Larsen to adjourn the meeting. The motion passed.
