HomeMy WebLinkAbout1986 01-15 HRRMMINUTES OF THE PROCEEDINGS OF THE HUMAN RIGHTS COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JANUARY 15, 1986 CITY HALL CALL TO ORDER The Brooklyn Center Human Rights Commission met in regular session and was called to order by Chairperson Kuhar at 7:46 p.m. ROLL CALL Chairperson Kuhar, Commissioners Rabine, Stoderl, Kieselhorst, and Sullivan. Also present was Recording Secretary Geralyn Barone. Commissioner Misfeldt was absent from the meeting and Councilmember Lhotka was unable to attend the meeting this evening. DISCUSSION ON GROUP HOMES Chairperson Kuhar stated that she had received a letter requesting endorsement by the Brooklyn Center Human Rights Commission of activities of a task force on Group Homes. There was some discussion by the Commission regarding its role in endorsing such activities. Recording Secretary Barone pointed out that the role of the Commission is to make recommendations to the City Council and it would be the City Council's responsibility to make endorsements. Chairperson Kuhar said she will research the matter further and contact the rest of the Commissioners on what is actually requested of them. APPROVAL OF MINUTES - DECEMBER 11, 1985 • There was a motion by Commissioner Kieselhorst and seconded by Commissioner Rabine to approve the minutes of the December 11, 1985 meeting as submitted. The motion passed unanimously. RECESS The Brooklyn Center Human Rights Commission recessed at 7:57 p.m. to meet in subcommittees, and reconvened at 8:35 p.m. INTRODUCTION OF NEW COMMISSIONERS Chairperson Kuhar introduced Mr. Thomas Slupske and Mr. Barry Wallerstedt as the two newest members of the Brooklyn Center Human Rights Commission. Commissioners Slupske and Wallerstedt provided a brief background of themselves. The other Commissioners introduced themselves with a brief history of their involvement with the Human Rights Commission. Both Commissioners Slupske and Wallerstedt volunteered to serve on the Year 2000 subcommittee for establishing guidelines. SUBCOMMITTEE REPORT - SINGLE PARENT FAMILIES Commissioner Rabine said that this subcommittee will obtain the most recent welfare demographics and find out more about Section 8 housing in the City. In addition, the subcommittee plans to obtain Minneapolis Mayor Don Fraser's State of the City address which will provide some insight on trends related to youth in the area. It was suggested that the next meeting of the Human Rights Commission scheduled for Wednesday, February 12, 1986 be used for the purpose of meeting in the subcommittees. 1-15--86 -1- SUBCOMMITTEE REPORT - ESTABLISHING GUIDELINES Commissioner Stoderl stated that she will contact the United Way to obtain any information they use for establishing guidelines. Chairperson Kuhar requested that the Commission receive additional input from the City Manager on how the Commission should proceed with the Year 2000 assignments. The Commission discussed how to handle these assignments. Commissioner Rabine said that she would provide a summary of how the City established the Domestic Abuse program. ADJOURNMENT There was a motion by Commissioner Stoderl and seconded by Commissioner Rabine to adjourn the meeting. The motion passed unanimously.
