AND THE STATE OF MINNESOTA
REGULAR SESSION
DECEMBER 11, 1985

CALL TO ORDER
The Brooklyn Center Human Rights Commission met in regular session and was called to
order by Chairperson Kuhar at 7:38 p.m.
ROLL CALL
Chairperson Kuhar, Commissioners Rabine, Misfeldt, Stoderl, and Kieselhorst.
Also present were newly-appointed Commissioner Louis Sullivan and Recording
Secretary Geralyn Barone. Councilmember Lhotka was not able to attend the meeting
due to illness.
PRESENTATION BY MARY CAYAN, NORTHWEST HENNEPIN HUMAN SERVICES COUNCIL
Chairperson Kuhar introduced Ms. Mary Cayan, Executive Director of the Northwest
Hennepin Human Services Council. Ms. Cayan proceeded to review the services
provided by the Northwest Hennepin Human Services Council and summarized several
items of interest to the commission. She presented some recommendations on
developing guidelines for review of human services in the Brooklyn Center area.
These items included analysis of what is already available to Brooklyn Center
residents in the human services field; determining future service needs by
reviewing demographics; surveying residents and developing an information referral
link; preparation of a value statement or assumption statement regarding what the
City is committed to doing; and reviewing the new Community Action for Suburban
Hennepin County agency which has the low-income population as its target group.
Chairperson Kuhar requested additional information on what the Bloomington Human
Services Department provides, and the Recording Secretary stated she would prepare
information regarding this.
INTRODUCTION OF NEW COMMISSIONER
Chairperson Kuhar introduced Mr. Louis Sullivan as the newest member of the Brooklyn
Center Human Rights Commission. Commissioner Sullivan provided a brief background
of himself and the other Commissioners introduced themselves with a brief history of
their involvement with the Human Rights Commission.
APPROVAL OF MINUTES - NOVEMBER 13, 1985
There was a motion by Commissioner Misfeldt and seconded by Commissioner Rabine to
approve the minutes of the November 13, 1985 meeting as submitted. The motion
passed unanimously.
PRESENTATION BY ED EIDE, CEAP
Chairperson Kuhar introduced Mr. Ed Eide, Executive Director of the Community
Emergency Assistance Program(CEAP). Mr. Eide provided an overview of CEAP and its
current structure. Some areas in which CEAP has been receiving more requests for
services include the area of single parents and single unattached adults. He noted
that transportation is a serious problem, and housing for the elderly is also of
concern. Mr. Eide noted that presently CEAP is spending a great deal of time and
money to assist clients in maintaining their homes. Mr. Eide expects to see future
10 services in the areas of intensive in-home services for the elderly, congregate

dining,~transportation, and most of the emergency services as already provided by
CEAP. He-noted that the insurance situation will dictate which services will be
available and predicted that the political arena will change with regard to tax
reform. The Commissioners discussed with Mr. Eide the various areas of need
expected in the future.
DISCUSSION OF 1986 REAPPOINTMENTS
Chairperson Kuhar and Commissioner Rabine each agreed to reappointment for three-
year terms. Chairperson Kuhar noted that three additional members are needed and
the Brooklyn Center Post should include some advertising of the Commission
openings.
1986 MEETING SCHEDULE
The Commission agreed to meet on January 15, 1986 at 7:30 p.m., and to meet
thereafter on the second Wednesday of each month at 7:30 p.m.
Chairperson Kuhar noted that she would attempt to contact former Commissioner
George Mayleben regarding attendance at the January meeting for presentation of a
plaque to him for his service.
YEAR 2000 REPORT
Chairperson Kuhar recommended that the Commission form into two subcommittees for
the purpose of working on the items related to the Year 2000 Report. The following
subcommittees were formed:
Single Parent Families - Commissioners Rabine, Kieselhorst, and Misfeldt
0 Establishing Guidelines - Chairperson Kuhar, Commissioners Stoderl and Sullivan
The Commission decided to meet in the two subcommittee groups at the January 15, 1986
meeting for the first hour of the meeting and then to meet as a full committee during
the second hour of that meeting.
ADJOURNMENT
There was a motion by Commissioner Sullivan and seconded by Commissioner Misfeldt to
adjourn the meeting. The motion passed unanimously. The Brooklyn Center Human
Rights Commission adjourned at 9:45 p.m.
