HomeMy WebLinkAbout1985 11-13 HRRMMINUTES OF THE PROCEEDINGS OF THE HUMAN RIGHTS COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION NOVEMBER 13, 1985 CITY HALL CALL TO ORDER The Brooklyn Center Human Rights Commission met in regular session and was called to order by Chairperson Kuhar at 7:30 p.m. ROLL CALL Chairperson Kuhar, Commissioners Rabine, Misfeldt, and Stoderl. Also present were C.ouncilmember Gene Lhotka and Recording Secretary Geralyn Barone. Chairperson Kuhar noted that Commissioner Kieselhorst was ill this evening and was excused from the meeting. Chairperson Kuhar read a resignation letter from Commissioner Mayleben and asked that the City Council recognize the resignation. Chairperson Kuhar recommended that Commissioner Mayleben remain on the mailing list for agendas and minutes of the meetings, and also requested that notice be given in the local newspaper for an opening on the Human Rights Commission. APPROVAL OF MINUTES - MAY 8, 1985 AND OCTOBER 9, 1985 There was T -motion by Z!ommiss of ner Staserl and seconded by Commissioner Misfeldt to approve the minutes of the May 8, 1985 and October 9, 1985 meetings as submitted. The motion passed unanimously. YEAR 2000 STUDY Chairperson Kuhar reviewed the two items from the Year 2000 study relating to the Human Righs Commission, and asked Councilmember Lhotka what procedures are necessary for the Commission to report to the City Council. Councilmember Lhotka explained that Commission recommendations should be presented to the City Council in writing and the City Council will decide what action should betaken. Members of the Commission discussed the method for proceeding to carry out the directives of the Year 2000 study. Commissioner Rabine stated that she will make her report on single parent households available to the rest of the Commission, and discussion on this issue can proceed when more information is available. The Commission concluded that the next step should be to invite speakers from CEAP and the Northwest Hennepin Human Services Council to assist in determining trends and needs of the community. Commissioner Rabine suggested that the United Way be used as an additional resource in determining the needs of the area. Members of the Human Rights Commission accepted the implementation dates for items #1 and #12 in the Year 2000 study, and recommended that this be passed on to the City Council. LEAGUE OF MINNESOTA HUMAN RIGHTS COMMISSION Chairperson Kuhar pointed out that in the past, the Brooklyn Center Human Rights Commission has elected not to become a member of the Minnesota Human Rights Commission. 11-13--85 -1- There was a motion by Commissioner Rabine and seconded by Commissioner Stoderl to defer membership to the Minnesota Human Rights Commission. The motion passed unanimously. -NO-FAULT GRIEVANCE PROCESSING Chairperson Kuhar stated that the Brooklyn Center Human Rights Commission had discussed the No-Fault Grievance Processing several years ago. The Commission had decided not to become involved in the process because of some legal questions and because the Commission was busy with other projects at that time. There was a motion by Commissioner Misfeldt and seconded by Commissioner Stoderl to defer participation in the No-Fault Grievance Processing. The motion passed unanimously. ADJOURNMENT There was a motion by Commissioner Stoderl and seconded by Commissioner Misfeldt to adjourn the meeting. The motion passed unanimously.
