HomeMy WebLinkAbout1985 10-09 HRRMMINUTES OF THE PROCEEDINGS OF THE HUMAN RIGHTS COMMISSION 0 OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION OCTOBER 9, 1985 CITY HALL CALL TO ORDER The Brooklyn Center Human Rights Commission met in regular session and was called to order by Chairperson Kuhar at 7:28 p.m. ROLL CALL Chairperson Kuhar, Commissioners Rabine and Stoderl. Also present were Councilmember' Gene Lhotka, Recording Secretary Geralyn Barone, and guest Julee Quarve-Peterson. Chairperson Kuhar noted that Commissioners Mayleben, Kieselhorst, and Misfeldt were excused from the meeting this evening. APPROVAL OF MINUTES Due to lack of a quorum, the minutes of the May 8, 1985 Human Rights Commission meeting were not approved. PRESENTATION - CITY'S COMPLIANCE WITH FEDERAL HANDICAPPED ACCESSIBILITY REQUIREMENTS Chairperson Kuhar introduced Ms. Quarve-Peterson, consultant for the City on meeting Federal Handicapped Accessibility Requirements. Ms. Quarve-Peterson briefly referenced a 1981 report regarding the City's compliance with accessibility requirements. She discussed-the Federal and State requirements for handicapped accessibility, and proceeded to review her most recent report for the City. Members of the Human Rights Commission recommended that the City Council receive a memo regarding the completion of the report. REVIEW OF YEAR 2000 STUDY Recording Secretary Barone noted that the City Council has directed the City's Commissions to review the implementation dates suggested in the Year 2000 report. The Commissioners briefly discussed what the Human Rights Commission will do and proceeded to define possible areas of interest. The following subjects were recommended for review by the Commission: chemical dependency; problems of the mentally ill and mentally retarded; child abuse; issues facing single parents, including day care; problems of the physically handicapped, elderly, and homebound; legal services; affordable counseling; availability of community health programs; assistance for crime victims; needs of adolescent parents; family planning; nutrition; and Mediation Services. The Commissioners agreed to accept the Year 2000 implementation dates, and will further discuss and define the social and human resource need groups at the next Commission meeting. LEAGUE OF MINNESOTA HUMAN RIGHTS COMMISSION Chairperson Kuhar stated that the past philosophy of the Brooklyn Center Human Rights Commission has been not to be involved with the Minnesota Human Rights 10-9-85 -1- Commission. She recommended that this item be continued to the next agenda to determine if other Commissioners wish to participate with the Minnesota Human Rights Commission. NO-FAULT GRIEVANCE PROCESSING Chairperson Kuhar noted that the City and the Commission has looked at this process in the past, and had questions on liability. The Commission discussed the no-fault process and associated problems and questions remaining. Chairperson Kuhar recommended that this item be continued to the next Commission meeting.
