REGULAR SESSION

CALL TO ORDER
The Brooklyn Center Human Rights Commission met in regular session and was
called to order by Chairperson Kuhar at 7:35 p.m.
ROLL CALL
Chairperson Kuhar, Commissioners Mayleben, Rabine, Stoderl, Misfeldt and
Boldt. Also present were Councilmember Gene Lhotka and Recording Secretary
Tom Bublitz.
Chairperson Kuhar noted that Commissioner Kieselhorst was ill this evening
and was excused from the meeting.
APPROVAL OF MINUTES - FEBRUARY 13, 1985 AND MARCH 13, 1985
There was a motion by Commissioner Rabine and seconded by Commissioner
Misfeldt to approve the minutes of the February 13, 1985 and March 13, 1985
meeting as submitted. The motion passed unanimously.
Commissioner Mayleben noted he had a prior ccmmittment this evening and
asked to be excused from the meeting. Comissioner Mayleben left the meeting
at 7:40 p.m.
REVIEW OF SURVEY RESPONSES FROM 1985 KALEIDOSCOPE
The Commission reviewed the survey responses obtained at the 1985 Kaleidoscope
and regarding perceptions of human service needs in the northwest suburan
area. Survey responses included sexual abuse of children, single parent
households, use of drugs and alcohol by youth, joblessness for those with
physical handicaps, affordable family counseling, isolation of the elderly,
lack of transportation for the elderly, vandalism, difficulty taking care
of home or property and domestic abuse.
DISCUSSION OF FUTURE COMMISSION PRQ7ECTS AND UPDATE ON NORTHWEST HENNEPIN
HUMAN SERVICES COUNCIL CHILD ABUSE NETWORKING PROJECT
Recording Secretary Bublitz noted that the Northwest Hennepin Human Services
Council held a meeting on April 11, 1985 to meet with local police department
staff, service providers and school district staff involved in the reporting
of suspected child abuse or neglect. He explained the purpose of the
meeting was to examine the level of netuxorking between the Hennepin County
Child Protection unit, local police departments, school staff and area
service providers and second to determine if communication gaps do exist
between the various agencies and to develop ways to improve the current
system. He noted that the meeting was quite well attended and that a
review of some of the problems related to child protection and child abuse
reporting is contained in the report which also includes a survey of profes-
sionals in the field of child abuse and protection.
Recording Secretary Bublitz noted that the Human Services council will hold
additional meetings on this topic and that the Human Rights Cotmission is
on the mailing list for the meetings and it may be valuable to keep in

contact with the Human Services Council regarding their progress in this
area. He noted that Mr. Dave Wagner, Planner for the Human Services
Council, is working with the committee addressing this issue.
Recording Secretary Bublitz also noted that in the past few weeks he had
received three requests for the City's Handicapped Accessibility booklet.
He noted that the booklet was quite out of date and that if the City were
to continue to provide it it should be updated.
The Commission discussed the child abuse networking project and also the
updating of the handicapped booklet. It was decided that the Commission
would keep in touch with the networking project and there was a motion by
Commissioner Rabine and seconded by Commissioner Misfeldt to update the
Handicapped Accessibility guide for the City. The motion passed unanimously.
The Commission discussed the summer meeting schedule and decided to take a
recess for the summer and meet again at the second week in September to
begin work on updating the Handicap Access Guide for the City.
ADJOURNMENT
There was a motion by Commissioner Rabine and seconded by Commissioner
Misfeldt to adjourn the meeting. The motion passed unanimously. The
Brooklyn Center Human Rights Commission adjourned at 8:50 p.m.
