REGULAR SESSION

CALL TO ORDER
The Brooklyn Center Human Rights Commission met in regular session and was called to
order by Chairperson Kuhar at 7:50 p.m.
ROLL CALL
Chairperson Kuhar, Commissioners Mayleben, Rabine and Stoderl. Also present were
Councilmember Gene Lhotka and Administrative Assistant Tom Bublitz.
Chairperson Kuhar noted that Commissioners Boldt and Kieselhorst were absent and
were excused from this evenings meeting.
APPROVAL OF MINUTES
There was a motion by Commissioner Mayleben and seconded by Commissioner Stoderl to
approve the minutes of the Human Rights Commission meeting of January 9, 1985 as
submitted. The motion passed unanimously.
REVIEW OF COMMISSION'S ROLE AND RESPONSIBILITIES WITH REGARD TO YEAR 2000 COMMITTEE
The Commission members briefly discussed the request from the Year 2000 committee
for input regarding the role and responsibilities of advisory commissions.
Chairperson Kuhar requested that the draft of recommendations on advisory
commission structure prepared by the Year 2000 committee be sent to Human Rights
Commission members for their review and comment.
STAFF REPORT ON COMMISSION'S RESPONSIBILITIES RELATED TO STATE HUMAN RIGHTS ACT
Administrative Assistant Bublitz reported that in reviewing the State Human Rights
Act there was nothing in the statute which required the establishment or
continuation of a local human rights commission. He noted the only references to
local commissions in the act were in regard to the State Human Rights Department's
authority to involve the local commissions and utilize them through the no-fault
grievance process. He explained that the no-fault process is not specifically
referred to in the statute; however, the statute allows the Department of Human
Rights some discretion as to how they will utilize local commissions.
Commissioner Misfeldt arrived at 8:15 p.m.
PLANNING FOR KALEIDOSCOPE 1985
The Commission reviewed plans for the booth at Kaleidoscope and determined that
several items would be included in the Human Rights booth including a brochure from
the Parents Anonymous Group in Brooklyn Center, information on the Domestic Assault
Project and information from the telephone survey conducted by the Northwest
Hennepin Human Services Council. There was also discussion regarding the
Commission doing their own survey at Kaleidoscope.
Commissioner Rabine stated that she would provide brochures for the Parents
Anonymous Group and also attempt to obtain some handout information for the support

group for the Domestic Assault Intervention Project. Commissioner Misfeldt stated
that she would provide brochures on the Brooklyn Center Mediation Project.
Commissioner Mayleben stated that he would prepare a wall banner for the booth. It
was decided that all informational material for the booth should be sent to
Administrative Assistant Bublitz.
REVIEW OF PEACEMAKER CENTER ACTIVITIES
Commissioner Stoderl passed out a brochure to Commission members which reviewed the
activities currently underway at the Peacemaker Center which include counseling
services, parents anonymous group and mediation services.
ADJOURNMENT
There was a motion by Commissioner Misfeldt and seconded by Commissioner Mayleben to
adjourn the meeting. The motion passed unanimously. The Brooklyn Center Human
Rights Commission adjourned at 8:45 p.m.
