HomeMy WebLinkAbout1995 06-14 HRRMMINUTES OF THE PROCEEDINGS OF THE HUMAN RIGHTS AND RESOURCES COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JUNE 14, 1995 CITY HALL CALL TO ORDER The Brooklyn Center human rights and resources commission was called to order at 7:03 p.m. ROLL CALL Members present: Chairperson Lerbs, Commissioners Nesseth, Brown, Eoloff, Nyquist, Achtelik, Maddox, and Yang. Councilmember Mann is filling in for Councilmember Hilstrom. Staff Liaison Gohman was absent and excused. APPROVAL OF MINUTES - MAY 10. 1995 There was a discussion about the May minutes prior to approval. There was a correction on page two, the second paragraph, changing from Commissioner Brown to Commissioner Maddox. There was also a change on the third paragraph to change from "it was the consensus of the Commission that the Heritage Festival" to "it was suggested by Commissioner Nesseth" that the Heritage Festival There was a motion by Commissioner Nesseth and seconded by Commissioner Brown to approve the May 10, 1995, minutes as corrected. The motion carried. APPROVAL OF JUNE 14. 1995 - AGENDA There was a discussion about pulling No. 10, Family Services Collaborative by Northwest Hennepin Human Services Council. A motion was made by Chairperson Lerbs and seconded by Commissioner Nesseth to pull No. 10, Family Services Collaborative by Northwest Hennepin Human Services Council. The motion carried. A motion was made by Commissioner Eoloff and seconded by Commissioner Achtelik to approve the agenda. The motion carried. WORKPLAN The Commission discussed the work plan. In the beginning and after the Commission discussed the float, the Commission ratified the expenditure of $300 for the banner for the float. There was a motion by Commissioner Brown and seconded by Commissioner Achtelik regarding the expenditure of $300 for the banner. The motion carried. Commissioner Nesseth who is heading up the subcommittee for the float stated they 0 6-14-95 -1- have put together a 4' x 10' final banner with members approving expenditure of $300 for purchase of the banner. The Commission discussed the colors of the banner and it was noted that the colors were black, red, yellow, white for diversity and Greenwood Graphics was the company who put it together. Greenwood is working on the promotional campaign and was a new member of the Brooklyn Center Chamber. Commission members discussed that a receipt was needed for reimbursement and payment for the banner. Commissioner Nesseth also stated that the float will be in the parade for Earle Brown Days, Unit #53 for the Human Rights and Resources Commission. Commissioners Yang and Nesseth need to know who is in the float. Everyone will meet at Evergreen School/Park. There was a general discussion to meet prior to the parade at City Hall parking lot at 5:30 p.m. Brookdale Dodge will supply the pickup truck. Seven members are planning to be on the float in the parade. BIAS RESPONSE Commissioner Brown updated the Commission on the bias response plan, the role for Brooklyn Center and the Commissions status. There was general discussion of the mission statement and police policy regarding this matter. A lot of focus is needed. Human Rights & Resources will need to figure out a process, training, how to contact civic groups, churches, and who would link up together for bias response. The Commission needs to decide on what to work on. Chair Lerbs suggested a subcommittee to work on bias response. There was a motion by Commissioner Eoloff and seconded by Commissioner Yang to form a subcommittee for bias response to help initiate an investigate putting together a bias response plan. Commissioner Nyquist stated he would be on the subcommittee. There was a general discussion regarding this matter, focusing around many areas needed to develop a plan and they could target issues. Commissioner Eoloff stated that all who work on the subcommittee could possibly have one area each. There was a unanimous vote to form a subcommittee to initiate/investigate bias response. Chair Lerbs asked if there is a volunteer to chair the subcommittee. Commissioner Yang suggested Commissioner Brown. Commissioner Brown stated she was willing. Commissioner Brown would be chair and the members would be Commissioners Lerbs, Nesseth, Yang, and Eoloff. There was a discussion to set the dates of the subcommittee for Wednesday June 18, 1995, 7 p.m. at City Hall. Commissioner Yang will need a packet of information from Patty Wilder at Northwest Hennepin Human Services Council. CULTURAL DIVERSITY TRAINING Chair Lerbs explained staff liaison Gohman would be the person to update the Commission and will be placed on the next agenda. TRANSPORTATION The Commission discussed transportation. Chair Lerbs updated the Commission on the transportation issues. There was a general discussion regarding seniors and disabled and medical transportation. Commissioner Achtelik expressed that transportation for disabled is also needed in our community. Commissioner Brown stated low income 6-14-95 -2- 0 should also be included. There was a general discussion regarding Brooklyn Center and possible expansion. There was also a discussion regarding staying with the five cities or look elsewhere for services. There was a motion by Commissioner Achtelik and seconded by Commissioner Nesseth to direct stag to investigate and forward to Brooklyn Center Human Rights & Resources Commission all transportation service options available in northwest area in Brooklyn Center for Commission to evaluate through contractual services agreement when they have this discussion in 1995. The motion carried. HUMAN SERVICES REDESIGN INITIATIVE (DISTRICT #281) The Commission discussed school-human services redesign initiative District #281 schools. Chair Lerbs stated there was a letter to the Mayor from Independent School District #281 looking for Council representative on family, teachers, commission. There was a discussion which followed regarding the program. A motion was made by Commissioner Achtelik and seconded by Commissioner Nyquist to table this item until further information is available. The motion carried. The Chair stated he will contact staff liaison Gohman regarding this matter. NORTHWEST HENNEPIN HUMAN SERVICES COUNCIL The Commission discussed Family Services Collaborative - Northwest Hennepin Human Services Council. Commissioner Nesseth discussed two community interactive events with guest speakers. One for the King Holiday. If this is the date to use this as an event, we need to get moving on it. There was a suggestion Minneapolis Mayor Sayles- Benton could be used as a guest speaker. There was a discussion about community night's plan for the promotional campaign. Commissioner Nesseth stated he will contact promotional campaign chair Bob Peppe for information. Commissioner Eoloff suggested that we tie it in with the schools for the King Holiday, and have a walk through Brooklyn Center was one idea. Commissioner Nesseth will follow up for the fall community night and bring information to the next commission meeting. There was a discussion and suggestion about linking with Community Education #286. Commissioner Nesseth will follow-up and bring back the information to the Human Rights and Resources Commission. OTHER BUSINESS Chair Lerbs had another item of business. The Chamber of Commerce is looking for children to have on the float. The discussion centered around who has kids or grandkids for the float. Chair Lerbs asked those who are interested contact Mary Welsh with the Chamber of Commerce. Commissioner Maddox entered the meeting at 8 p.m. Councilmember Mann had a discussion regarding the City Manager and the process to fill the position, the Acting City Manager, the Interim City Manager, and finally recruitment of a new City Manager. The Commission had a discussion on the image and 0 6-14-95 -3- how the City Manager was handled and also media coverage. There was concern that the City Manager was employed for many years. ADJOURNMENT There was a motion by Commissioner Eoloff and seconded by Commissioner Maddox to adjourn the meeting at 8:25 p.m. The motion carried. • 6-14-95 -4-
