BROOKLYN CENTER HUMAN RIGHTS AND RESOURCES MEETING
MARCH 3, 1993
CITY HALL
The Brooklyn Center human rights and resources commission convened
at 7:15 p.m.
ATTENDANCE
Commissioners Eckman, Eoloff and Achtelik. Also present were
Councilmember Dave Rosene and Recording Secretary Geralyn Barone.
OTHER BUSINESS
Councilmember Rosene discussed the process for selection of new
advisory commission members. He suggested the commissioners may
participate in the interviewing of candidates in some way. He
noted he would speak with the city council to see how they feel
about this.
CRITIOUE OF FEBRUARY 10 JOINT MEETING
The Recording Secretary conveyed apologies for not having the
department heads stick to their assigned time schedule. The
commissioners discussed the joint meeting of the city council and
advisory commissions and determined this is something they would
like to see done on an annual basis. Department heads could review
current activities only and there could be more visuals, such as
slides and video. There was agreement that more advanced
information should be given on when the program is replayed on
cable television. It was suggested that the food, such as
vegetables and cookies, were a good idea but it may be nice to
leave some at each table. There was a suggestion that there should
be an attempt to mix more between commission members. It was noted
that all commissions and task forces should be invited to the
meeting. It was added that during the cable TV broadcast of the
program, a phone number should be listed for a viewer response line
or for more information.
TRANSIT
This item remains on hold and commissioners are asked to continue
to look for a representative to serve on the Success By Six®
transit committee.
LEAGUE OF MINNESOTA HUMAN RIGHTS COMMISSIONS
Commissioner Eoloff noted that Commissioner Carmody will resign
from the LMHRC, since she is no longer on the City's human rights
and resources commission. Commissioner Eoloff noted there is an
attempt being made to teleconference LMHRC meetings.
UPDATE ON CHILDREN'S ISSUES
Commissioner Achtelik said there is a bill in the legislature for

early childhood education funding, with a recommendation that the
learning readiness program be available on a sliding scale fee
system. She noted she attended a meeting of the future committee
for District 279, where there was some discussion of magnet
schools. Commissioner Achtelik said she is on a mailing list of
Mailina Ground, which is a publication for parents of children with
disabilities.
HERITAGE FESTIVAL
Commissioner Eoloff said she is not able to attend the steering
committee meetings because they conflict with her schedule. She
said she will keep in touch with the committee via telephone.
OTHER BUSINESS (continued)
Commissioner Eoloff suggested the commission begin working on a
booklet that describes what the Human Rights Act is and who it
affects. She will bring some samples to share with the commission.
She also suggested the commission work towards developing brochures
that can be distributed at the Heritage Festival and during Earle
Brown Days.
There was discussion regarding increasing the number of
commissioners from seven to nine.
Commissioner Eoloff said the Northwest Hennepin Human Services
Council has been working on developing a bias response plan.
Councilmember Rosene said the city council has asked the human
rights and resources commission to develop guidelines for providing
child care for advisory commissioners who wish to attend commission
meetings.
Commissioner Eoloff said with regard to Martin Luther King Day, the
commission initially could annually present a proclamation to the
city council. Additional activities could be planned in the
future.
NEXT MEETING
The next meeting of the human rights and resources commission is
scheduled for April 7, 1993, at 7:00 p.m.
