HomeMy WebLinkAbout1992 12-16 HRRMMINUTES OF THE PROCEEDINGS OF THE HUMAN RIGHTS AND RESOURCES COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION DECEMBER 16, 1992 CITY HALL CALL TO ORDER The Brooklyn Center human rights and resources commission met in regular session and was called to order by Chairperson Stoderl at 7:15 p.m. ROLL CALL Chairperson Stoderl, Commissioners Windsor, Brown and Eoloff. Also present were City Councilmember Dave Rosene and Recording Secretary Geralyn Barone. Excused from this evening's meeting were Commissioners Eckman, Achtelik and Carmody. APPROVAL OF MINUTES - NOVEMBER 18, 1992 There was a motion by commissioner Windsor and seconded by Commissioner Eoloff to approve the minutes of the November 18, 1992, meeting as submitted. The motion passed. JOINT MEETING OF CITY COUNCIL AND ADVISORY COMMISSIONS The commissioners proceeded to discuss details of the February 10, 1993 joint meeting of the city council and advisory commissions. Members from the housing, planning, human rights and resources, park and recreation, financial and charter commissions, along with the communications task force, would be invited. The mayor and city council, as well as City department heads, would also be included. The commissioners discussed the format of the program, and decided a social with hors d'oeuvres, if possible, would begin at 6:45 and the program would start promptly at 7:15 p.m. The mayor will be asked to make some welcoming remarks and then each commission chair can introduce its members, describe the purpose of the commission, review major projects completed in the last year, and review goals for the upcoming years. Department heads will be asked to review their departmental responsibilities and discuss current and upcoming activities. The commissioners agreed it would be appropriate to ask the commission chairs to complete a form that would outline their presentations. With regard to refreshments, it was suggested that the city council be asked to provide a budget not to exceed $500 for light hors d'oeuvres. 12-16-92 -1- A special meeting of the human rights and resources commission will be set for January 6, 1993, at 5:30 p.m. to finalize the details of the joint meeting. The commission will meet at its regular time on January 13 to discuss other agenda items. Councilmember Rosene asked that at a future commission meeting, he would like to hear discussion about drawing up guidelines to provide child care for commissioners who have low income and might not otherwise be able to participate in commission meetings. COMMISSIONERS' MEMBERSHIP TERMS The Recording Secretary noted Chairperson Stoderl and Commissioners Windsor and Brown are up for reappointment to the human rights and resources commission. All three members said they would like to be reappointed, and the Recording Secretary said she would forward this on to the mayor. Councilmember Rosene said he is interested in opening more of the commission's meetings up for public input. It was suggested that more meetings be held in the city council chambers, and perhaps meetings could be opened up quarterly for public input on a specific topic. Councilmember Rosene suggested increasing the number of members on the advisory commission, and there was discussion regarding doing so. There was concern expressed about adding members due to the difficulty in keeping up attendance and the inability to get as much accomplished with a larger group. The commissioners will discuss this further at a future meeting. TRANSIT Chairperson Stoderl suggested that this item be moved to the January agenda. MINNESOTA LEAGUE OF HUMAN RIGHTS COMMISSIONS (MLHRC) Commissioner Eoloff said the MLHRC met last Saturday in Brooklyn Center, and both she and commissioner Carmody will be serving on the League board of directors next year. She said there is a tentative training date set for January 23, 1993, although this may or may not occur. Commissioner Eoloff said she would keep the commissioners informed. UPDATE ON CHILDREN'S ISSUES No report. JANUARY MEETING DATE AND AGENDA There will be a special work session on January 6, 1993, at 5:30 p.m. to discuss the joint meeting of the city council and advisory commissions. Other agenda items for January will include selecting a chairperson, discussing the number of members on the commission, and transit. 12-16-92 -2- • UPCOMING MEETING AGENDA ITEMS Chairperson Stoderl suggested the commissioners may want to think about budget items that might be good for distribution at the Heritage Festival in 1993. There was discussion of possible expenditure items related to promoting the commission and its efforts. It was suggested that a future agenda item should be discussion of possible 1994 Martin Luther King Day activities sponsored by the commission and the City. A letter to the editor on observing the 1993 Martin Luther King Day will be prepared. OTHER BUSINESS Commissioner Eoloff noted on January 26, 1993, there will be a round table discussion on racism and race relations sponsored by the Star Tribune. She will try to attend this meeting and report back to the commission. CULTURAL DIVERSITY No report. ADJOURNMENT There was a motion by Commissioner Eoloff and seconded by Commissioner Brown to adjourn the meeting. The motion passed.
