COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
NOVEMBER 18, 1992
CITY HALL
CALL TO ORDER
The Brooklyn Center human rights and resources commission met in
regular session and was called to order by Chairperson Stoderl at
7:03 p.m.
ROLL CALL
Chairperson Stoderl, Commissioners Carmody, Eoloff, Windsor,
Eckman, and Achtelik. Also present was Recording Secretary
Geralyn Barone.
Commissioner Brown was excused from this evening's meeting.
APPROVAL OF MINUTES - OCTOBER 14, 1992
There was a motion by Commissioner Carmody and seconded by
Commissioner Achtelik to approve the minutes of the October 14,
1992, meeting as submitted. The motion passed.
AGENDA ITEMS
Chairperson Stoderl said the agenda items on transit and the no-
fault grievance process will be discussed at the December
commission meeting.
UPDATE ON MINNESOTA LEAGUE OF HUMAN RIGHTS COMMISSIONS (MLHRCI
ACTIVITIES
Commissioner Eoloff said she attended a MLHRC board meeting in St.
Cloud on October 24. The board talked about the legislative
agenda, which she will bring to a future commission meeting. She
noted approximately 4,500 churches will be asked to have their
members make a pledge against bigotry and hatred. She said the
MLHRC is pushing area cities to form human rights commissions.
Commissioner Eoloff noted with regard to the no-fault grievance
process, the MLHRC is considering providing training if the
Minnesota Human Rights Department (HRD) does not have the
resources to do so. She added the next meeting of the MLHRC is
scheduled for November 21 in Roseville.
WORK SHARE AGREEMENT WITH MINNESOTA DEPARTMENT OF HUMAN RIGHTS
Commissioner Eoloff said she talked to a representative of the
Minnesota HRD and was told the State will allow cities to
participate in Level I training even if a work share agreement is
not in place. The Level I training is tentatively scheduled for
January 23, 1993. The Level I training covers the Minnesota Human

UPDATE ON CHILDREN'S ISSUES
Commissioner Achtelik reviewed some upcoming seminars and programs
in the community relating to children. She reviewed some of her
committee activities related to the Early Childhood Family
Services and legislative committees of the Success By Six
Northwest efforts. There was discussion by the commission of the
needs of older youth and possible activities for them, including
creating a youth center.
HERITAGE FESTIVAL
Barone said next year's Heritage Festival is already being
planned, and a committee will meet in January to discuss it. Mary
Welch of the Brooklyn Center Chamber of Commerce is very
interested in having human rights and resources commissioners
involved in planning this event. The commissioners agreed to
discuss this further at the December commission meeting.
CULTURAL DIVERSITY
Chairperson Stoderl reviewed the information the commission has
been provided from the Government Training Service (GTS). She
noted at the last commission meeting Patty Wilder, executive
director of the Northwest Hennepin Human services council,
presented a slide show reviewing a focus group report conducted in
Brooklyn Center and surrounding communities. Chairperson Stoderl
said the commission has been asked to provide input into the
information drafted by GTS.
Councilmember Rosene entered the meeting at this time. He noted
he had just come from a meeting sponsored by the North Metro
Mayors Association at which State Legislative Representative
Marvin Orfield was a speaker. Orfield provided some demographic
information and compared it to State spending.
The commissioners proceeded to discuss the information provided by
GTS and made recommendations on specific items. After working on
this for some time, the commissioners agreed to continue work on
it at the next meeting.
DECEMBER MEETING DATE
The next human rights and resources commission meeting is
scheduled for December 9, 1992, at 7:00 p.m.
PLANNING FOR FEBRUARY JOINT MEETING OF CITY COUNCIL AND ADVISORY
COMMISSIONS
Commissioners asked that this item be delayed for discussion at
the December meeting. Barone was asked to see if either
Constitution Hall or a room at the Earle Brown Heritage Center is
available, possibly on February 10, 1993, for a joint meeting of
the city council and its advisory commissions.

OTHER BUSINESS
The commissioners agreed that future agenda items would include
discussing goals, direction, and a budget for the commission, and
a possible crisis plan for the City for events that might impact
human rights in the community.
Commissioner Eoloff volunteered to write a letter responding to
correspondence from the Coon Rapids human rights commission.
Commissioner Carmody left the meeting at 9:10 p.m.
Councilmember Rosene noted with the bleginning of a new council
year, the commission may think about who it wants as a city
council liaison to the commission. The consensus of the
commission is to keep Councilmember osene on as a liaison in
order to maintain stability with the commission.
Commissioner Eoloff suggested that at a future meeting the
commissioners discuss a plan of a6tion on how to address
occasional phone calls on human rights issues each of the members
may receive. It may be a good idea o maintain a list of key
people and phone numbers for commissioners to call or refer
people.
At the December meeting, Barone will present the names of the
commissioners who are up for reappointment.
ADJOURNMENT
There was a motion by commissioner Achtelik and seconded by
commissioner Eoloff to adjourn the meeting. The motion passed.
