MINUTES OF THE PROCEEDINGS OF THE
HUMAN RIGHTS AND RESOURCES COMMISSION OF THE
CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
DECEMBER 11, 1996

CALL TO ORDER
The Brooklyn Center Human Rights and Resources Commission was called to order at 7:02 p.m.
ROLL CALL .
Members present: Vice Chair Nesseth, Commissioners Achtelik, Yang, Doucette, Forrest, and
Maddox. Also present Council Liaison Hilstrom, Councilmember Carmody, and Administrative
Intern Steve Sydow.
Members absent and excused: Chair Lerbs and Commissioner Braziel.
• APPROVAL OF MINUTES - SEPTEMBER 11. 1996
There was a motion by Commissioner Achtelik and seconded by Commissioner Yang to
approve the September 11, 1996, minutes. Voting in favor: Commissioners Achtelik, Yang,
Doucette, Forrest, and Maddox. Voting against: Vice Chair Nesseth. The motion carried.
APPROVAL OF MINUTES - NOVEMBER 13. 1996
There was a motion by Vice Chair Nesseth and seconded by Commissioner Forrest to approve
the October 9, 1996, minutes. The motion carried.
APPROVAL OF AGENDA - DECEM8T,&j 1. 1996
There was a motion by Commissioner Achtelik and seconded by Commissioner Forrest to
approve the December 11, 1996, agenda with the additions to other business. The motion
carried.
BIAS RESPONSE JLAN
There was an opening general discussion regarding the bias response plan. The Commissioners
discussed who would be members of the bias response team in the future. Council liaison Hilstrom
stated the Council is eager to see the plan and who would be the members of the team. The
Commissioners also discussed future plans for the Commission.

There was a motion Commissioner Doucette and Vice Chair Nesseth to suspend discussion of
the bias response plan until January, 1997, until the new subcommittee and Commission
members are decided for 1997. The motion carried.
ATTACHMENTS FROM THE OCTOBER 9. 1996
CITY OF EDEN PRAIRIE BIAS CRIME NETWORK
There was a motion by Vice Chair Nesseth and seconded by Commissioner Achtelik to include
Eden Prairie's bias crime network in the new bias response team members' reference packet
for discussion of the bias response plan in the January 1997, meeting. Voting in favor: Vice
Chair Nesseth, Commissioners Achtelik, Yang, Doucette, and Forrest. Voting against:
Commissioner Maddox. The motion carried.
JURISDICTION OF THE MN HUMAN RIGHTS ACT
There was general discussion.
PAYNESVILLE PRESS ARTICLE ON SCHOOL PRESENTATION ON BEING "DIFFERENTLY
ABLER"
There was general discussion.
CERTIFICATE OF RECOGNITION FROM LEAGUE OF MINNESOTA HUMAN RIGHTS
COMMISSION •
The certificate is posted and there was a short general discussion regarding the history of the Human
Rights Commission in Brooklyn Center.
OTHER BUSINESS
Commissioner Forrest discussed the mediation training. The training period is for 30 hours. The
Human Rights League will pay the $800 fee for any Commission member. The date of the training
is to be next spring. The training will be recognized by the Minnesota State Supreme Court. The
Commissioners also discussed Human Rights awards. They referenced the Plymouth Human Rights
award guidelines. The commissioners also decided to put discussion for the initiation of an award
for Brooklyn Center on the January 19, 1997, agenda. Two. students from Brooklyn Center high
school will be joining the January meeting.
ADJOURNMENT
There was a motion by Commissioner Yang and seconded by Commissioner Doucette to
adjourn the meeting at 8:44 p.m. The motion carried.
