NOVEMBER 13, 1996

CALL TO ORDER
The Brooklyn Center Human Rights and Resources Commission was called to order at 7:03 p.m.
ROLL CALL
Members present: Chair Lerbs, Vice Chair Nesseth, Commissioners Braziel, Forrest, and Maddox.
Also present Council Liaison Hilstrom and Administrative Intern Steve Sydow.
Members absent and excused: Commissioners Doucette, Achtelik, and Yang.
APPROVAL OF MINUTES - SEPTEMBER 11. 1996
There was a motion by Commissioner Nesseth and seconded by Commissioner Forrest to
amend the September 11, 1996, minutes on page two second paragraph, second sentence to
strike out " She also suggested that we should remove commission members from contacting
victims." and replace it with "Vice Chair Nesseth stated we should take out the commission
as contact and put the Mayor and City Manager in the plan as the contact." The motion
carried. Chair Lerbs abstained.
APPROVAL OF MINUTES - OCTOBER 9. 1996
There was a motion by Vice Chair Nesseth and seconded by Commissioner Braziel to approve
the October 9, 1996, minutes. The motion carried. Chair Lerbs abstained.
APPROVAL OF AGENDA - NOVEMBER 13. 1996
There was a motion by Chair Lerbs and seconded by Commissioner Forrest to approve the
November 13, 1996, agenda. The motion carried.
BIAS RESPONSE PLAN
There was general discussion regarding bias response plan. Commissioners also discussed
identifying the bias response word "team" to replace the word "commission" in all the places in the
plan. They also discussed the immediate response section of the bias response plan. They would
like to make the change such that the victim can request assistance versus cold calling the victim.
Council Liaison Hilstrom suggested that in draft B of the bias response plan they change bullet 5
under No. 2 Initiate Network Response. There was more general discussion regarding bias response
plan.

There was a motion by Chair Lerbs to summarize the discussion in form of a motion. There
are four parts to it.
1. Change draft B of the bias response plan to remove, where appropriate, the
word "commission" and replace with it "team."
2. Change the Immediate Response section to read "at victim's request" rather
than calling without victim's requesting a call.
3. Under the Initiate Network Response, change the media contacting groups to
include City official.
4. Amend or include other changes as necessary.
The motion was seconded by Commissioner Sherry Maddox. The motion carried. Vice Chair
Nesseth abstained.
There was more general discussion about the attachments from October 9, 1996.
Parliamentary procedure at a glance was discussed. They then decided to take attachments No. 2,
4, 6, and 8 put them to next month's agenda to be discussed.
OTHER BUSINESS
There was general discussion regarding the 1997 officer's election. There was a general discussion
regarding the human rights league mediation training. Start date for that is November 23, 1996.
Charles Forrest is going to check into the logistics. October 27, 1996, Minnesota Human Rights
League meeting was discussed and junior league commissioners meeting was discussed.
ADJOURNMENT
There was a motion by Commissioner Forrest and seconded by Commissioner Maddox to
adjourn the meeting at 9:20 p.m. The motion carried.
